Significantly amend <strong>the</strong> SIA process to reduce time and complexity, while still<br />

ensur<strong>in</strong>g that an impact assessment <strong>of</strong> additional gam<strong>in</strong>g mach<strong>in</strong>es on <strong>the</strong><br />

community is carried out (see Box 11.3). 241<br />

New gam<strong>in</strong>g laws aris<strong>in</strong>g from this review are expected to be <strong>in</strong>troduced dur<strong>in</strong>g<br />

2008. In pr<strong>in</strong>ciple, IPART supports moves to relax <strong>the</strong> forfeiture ratio and improve<br />

<strong>the</strong> gam<strong>in</strong>g SIA process. This should, with appropriate implementation, reduce<br />

some <strong>of</strong> <strong>the</strong> cost and barriers to establish<strong>in</strong>g a registered club or satellite club. IPART<br />

also considers that such proposals still provide a level <strong>of</strong> protection to uphold <strong>the</strong><br />

underly<strong>in</strong>g pr<strong>in</strong>ciples <strong>of</strong> gambl<strong>in</strong>g harm m<strong>in</strong>imisation and deterr<strong>in</strong>g predatory<br />

behaviour.<br />

However, IPART is concerned about <strong>the</strong> proposal to immediately elim<strong>in</strong>ate access to<br />

10 free gam<strong>in</strong>g mach<strong>in</strong>e entitlements for new clubs. As highlighted <strong>in</strong> section 6.1,<br />

gam<strong>in</strong>g mach<strong>in</strong>e revenue is an important source <strong>of</strong> fund<strong>in</strong>g for clubs. This proposal<br />

effectively means that new clubs want<strong>in</strong>g to operate gam<strong>in</strong>g mach<strong>in</strong>es would have to<br />

purchase all <strong>the</strong>ir gam<strong>in</strong>g mach<strong>in</strong>e entitlements, add<strong>in</strong>g to <strong>the</strong> cost <strong>of</strong> establishment.<br />

IPART notes that alternative mechanisms are proposed to be developed <strong>in</strong> lieu <strong>of</strong><br />

access to 10 free gam<strong>in</strong>g mach<strong>in</strong>e entitlements for new clubs. However, as <strong>the</strong> report<br />

does not provide fur<strong>the</strong>r details regard<strong>in</strong>g what <strong>the</strong>se mechanisms may be, IPART<br />

considers that <strong>the</strong> 10 free entitlements should only be removed when appropriate<br />

alternative mechanisms are <strong>in</strong> place.<br />

IPART does not support stakeholder suggestions to <strong>in</strong>crease <strong>the</strong> number <strong>of</strong> free<br />

gam<strong>in</strong>g mach<strong>in</strong>e entitlements that new clubs can access, as this would be contrary to<br />

<strong>the</strong> Government’s policy aim <strong>of</strong> reduc<strong>in</strong>g <strong>the</strong> overall number <strong>of</strong> gam<strong>in</strong>g mach<strong>in</strong>es <strong>in</strong><br />

<strong>NSW</strong> over time.<br />

Recommendation<br />

64 That access to 10 free gam<strong>in</strong>g mach<strong>in</strong>e entitlements for new registered clubs be<br />

ma<strong>in</strong>ta<strong>in</strong>ed, until suitable alternative measures are developed and <strong>in</strong> place to assist<br />

new clubs.<br />
