4 Measur<strong>in</strong>g and report<strong>in</strong>g on club contributions<br />

4.1 IPART’s preferred approach for measur<strong>in</strong>g clubs’ social<br />

contributions<br />

Dur<strong>in</strong>g IPART’s consultation process, stakeholders made few comments on <strong>the</strong><br />

methodology for identify<strong>in</strong>g and record<strong>in</strong>g <strong>the</strong> value <strong>of</strong> <strong>the</strong> clubs <strong>in</strong>dustry’s social<br />

contributions – probably because <strong>of</strong> <strong>the</strong> complexity and difficulty <strong>of</strong> this issue.<br />

Some submissions suggested that clubs’ social contributions should be measured <strong>in</strong><br />

terms <strong>of</strong> <strong>the</strong>ir ‘net contribution’, <strong>in</strong> recognition <strong>of</strong> <strong>the</strong> fact that clubs impose costs on<br />

communities as well as benefits. 70 However, IPART’s terms <strong>of</strong> reference ask it to<br />

identify <strong>the</strong> value <strong>of</strong> <strong>the</strong> clubs <strong>in</strong>dustry’s provision <strong>of</strong> social <strong>in</strong>frastructure and<br />

services. This means that <strong>the</strong> methodology needs to <strong>in</strong>volve a valuation exercise,<br />

ra<strong>the</strong>r than a cost benefit analysis. Never<strong>the</strong>less, IPART has not ignored <strong>the</strong> costs<br />

imposed by <strong>the</strong> clubs <strong>in</strong>dustry – as Chapter 3 discussed, it exam<strong>in</strong>ed <strong>the</strong>se costs <strong>in</strong><br />

assess<strong>in</strong>g whe<strong>the</strong>r <strong>the</strong> net social contributions <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry justify ongo<strong>in</strong>g<br />

government support.<br />

IPART considers that <strong>the</strong> total value <strong>of</strong> clubs’ provision <strong>of</strong> social <strong>in</strong>frastructure and<br />

services should be calculated as <strong>the</strong> sum <strong>of</strong> <strong>the</strong> follow<strong>in</strong>g components:<br />

The value <strong>of</strong> direct, cash contributions made to charities, community and<br />

sport<strong>in</strong>g-related activities.<br />

The estimated value <strong>of</strong> direct, <strong>in</strong>-k<strong>in</strong>d provision and ma<strong>in</strong>tenance <strong>of</strong> community<br />

and sport<strong>in</strong>g facilities and <strong>in</strong>frastructure (<strong>in</strong>clud<strong>in</strong>g bowl<strong>in</strong>g greens, gyms and<br />

tennis courts, as well as meet<strong>in</strong>g rooms and o<strong>the</strong>r venues), calculated us<strong>in</strong>g a<br />

market value approach.<br />

The estimated value <strong>of</strong> club volunteer labour not already <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> estimate<br />

<strong>of</strong> direct, <strong>in</strong>-k<strong>in</strong>d contributions.<br />

IPART considers that <strong>in</strong>direct social contributions are much harder to identify and<br />

value quantitatively. Therefore, <strong>the</strong>se contributions should be identified and<br />

recorded us<strong>in</strong>g a qualitative approach.<br />

The follow<strong>in</strong>g sections discuss each <strong>of</strong> <strong>the</strong>se components <strong>in</strong> more detail, and expla<strong>in</strong><br />

how IPART applied its preferred approach <strong>in</strong> estimat<strong>in</strong>g <strong>the</strong> value <strong>of</strong> <strong>the</strong> clubs<br />

<strong>in</strong>dustry’s direct social contributions for 2007.<br />
