<strong>of</strong> monitor<strong>in</strong>g fees or gam<strong>in</strong>g mach<strong>in</strong>e duty. 20<br />
After 1 July 2008, registered clubs will be required to hold club liquor licences issued<br />
under <strong>the</strong> Liquor Act 2007 <strong>in</strong> order to serve alcohol. Once <strong>the</strong> CLGCA approves an<br />
application for a club liquor licence, <strong>the</strong> club must adhere to <strong>the</strong> provisions <strong>of</strong> <strong>the</strong><br />
Liquor and <strong>Registered</strong> <strong>Clubs</strong> Acts and Regulations. A registered club’s ongo<strong>in</strong>g<br />
compliance is supervised by <strong>the</strong> <strong>NSW</strong> Police and OLGR, and enforced by <strong>the</strong> courts<br />
and <strong>the</strong> CLGCA.<br />
2.4 What are <strong>the</strong> ma<strong>in</strong> features <strong>of</strong> a registered club?<br />
<strong>Registered</strong> clubs provide lifestyle and community-focused goods and services to<br />
<strong>the</strong>ir members and <strong>the</strong> community at large. These are provided through a<br />
democratic, not-for-pr<strong>of</strong>it bus<strong>in</strong>ess model where gam<strong>in</strong>g mach<strong>in</strong>e revenue typically<br />
cross-subsidises o<strong>the</strong>r club activities. However, <strong>the</strong>re is an important role for smaller<br />
clubs that may have little or no revenue from gam<strong>in</strong>g mach<strong>in</strong>es. These clubs<br />
typically contribute to <strong>the</strong> community through <strong>the</strong>ir very existence, provid<strong>in</strong>g<br />
important facilities for <strong>the</strong>ir members to pursue <strong>the</strong>ir common social purpose. The<br />
follow<strong>in</strong>g sections explore <strong>the</strong>se elements <strong>in</strong> more detail.<br />
2.4.1 Elements <strong>of</strong> club registration<br />
There are thousands <strong>of</strong> clubs <strong>in</strong> <strong>NSW</strong>, whose members have jo<strong>in</strong>ed to pursue a<br />
common <strong>in</strong>terest, which may be sport<strong>in</strong>g, political, religious, social or cultural. There<br />
is no requirement for a club to become registered, but once it is registered, a club:<br />

can sell and supply liquor on club premises to club members and <strong>the</strong>ir guests<br />
can operate gam<strong>in</strong>g mach<strong>in</strong>es, subject to strict requirements relat<strong>in</strong>g to <strong>in</strong>tegrity<br />
and <strong>the</strong> responsible conduct <strong>of</strong> gambl<strong>in</strong>g<br />
must comply with certa<strong>in</strong> corporate governance, accountability, membership,<br />
mutuality and club entry requirements as outl<strong>in</strong>ed <strong>in</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> Act.<br />
