<strong>the</strong> value <strong>of</strong> clubs’ social contributions?<br />

ACG’s estimate <strong>of</strong> <strong>the</strong> benefits <strong>the</strong> community derives for club goods and services<br />

differs from IPART’s estimate <strong>of</strong> <strong>the</strong> value <strong>of</strong> clubs’ direct social contributions<br />

because <strong>of</strong> <strong>the</strong> fundamental difference <strong>in</strong> what <strong>the</strong> two methodologies are measur<strong>in</strong>g.<br />

As discussed <strong>in</strong> section 4.1.3, choice modell<strong>in</strong>g measures <strong>the</strong> benefit communities<br />

derive from <strong>the</strong> consumption <strong>of</strong> club-provided goods. On <strong>the</strong> o<strong>the</strong>r hand, IPART’s<br />

approach estimates <strong>the</strong> value <strong>of</strong> clubs’ provision <strong>of</strong> social <strong>in</strong>frastructure and services,<br />

which necessarily <strong>in</strong>volves a valuation, us<strong>in</strong>g some form <strong>of</strong> market or cost-based<br />

approach. For this review, <strong>the</strong> terms <strong>of</strong> reference require IPART to record <strong>the</strong> value<br />

<strong>of</strong> <strong>the</strong> club provision <strong>of</strong> social <strong>in</strong>frastructure and services.<br />

In o<strong>the</strong>r words, ACG has estimated <strong>the</strong> benefit to <strong>the</strong> community <strong>of</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong><br />

services provided by clubs, whereas IPART has estimated <strong>the</strong> total social<br />

contribution made by clubs.<br />
