7 Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and performance<br />

benchmark<strong>in</strong>g<br />

management accounts will allow clubs to provide a more accurate and <strong>in</strong>formative<br />

picture <strong>of</strong> <strong>the</strong> club’s f<strong>in</strong>ancial performance <strong>in</strong> <strong>the</strong>se statements.<br />

Recommendations<br />

13 That a standardised report<strong>in</strong>g format or formats for f<strong>in</strong>ancial management accounts be<br />

prescribed <strong>in</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> Regulation 1996 for clubs with annual gam<strong>in</strong>g<br />

mach<strong>in</strong>e revenue <strong>of</strong> less than $5 million and that:<br />

– <strong>Clubs</strong> be granted an exemption from this requirement only if <strong>the</strong>y can show that<br />

<strong>the</strong>ir exist<strong>in</strong>g report<strong>in</strong>g format for f<strong>in</strong>ancial management accounts can produce <strong>the</strong><br />

necessary bus<strong>in</strong>ess efficiency and f<strong>in</strong>ancial viability measures to submit to <strong>the</strong> Club<br />

Viability Panel.<br />

– The standardised format may vary, with different requirements for clubs with annual<br />

gam<strong>in</strong>g mach<strong>in</strong>e revenue less than $1 million and those with annual gam<strong>in</strong>g<br />

mach<strong>in</strong>e revenue between $1 million and $5 million.<br />

14 That <strong>the</strong> Club Viability Panel (see Recommendation 26) be asked to develop and<br />

recommend <strong>the</strong> standardised report<strong>in</strong>g format(s) to <strong>the</strong> M<strong>in</strong>ister for Gam<strong>in</strong>g and<br />

Rac<strong>in</strong>g.<br />

15 Once <strong>the</strong> standardised report<strong>in</strong>g format(s) have been approved by <strong>the</strong> M<strong>in</strong>ister, that:<br />

– <strong>Clubs</strong> with annual gam<strong>in</strong>g mach<strong>in</strong>e revenue <strong>of</strong> less than $5 million be required to<br />

submit one set <strong>of</strong> f<strong>in</strong>ancial management accounts <strong>in</strong> <strong>the</strong>ir current format to <strong>the</strong> Club<br />

Viability Panel.<br />

– The Club Viability Panel undertake a high-level review <strong>of</strong> <strong>the</strong>se f<strong>in</strong>ancial<br />

management accounts to determ<strong>in</strong>e whe<strong>the</strong>r <strong>the</strong> club already complies or is<br />

exempt from <strong>the</strong> requirement to use <strong>the</strong> standardised report<strong>in</strong>g format on <strong>the</strong><br />

grounds that its exist<strong>in</strong>g format can produce <strong>the</strong> necessary bus<strong>in</strong>ess efficiency and<br />

f<strong>in</strong>ancial viability measures.<br />

16 Where clubs are required to adopt <strong>the</strong> standardised report<strong>in</strong>g format, that those with<br />

annual gam<strong>in</strong>g mach<strong>in</strong>e revenue <strong>of</strong> less than $1 million be given two years to comply,<br />

and those with annual gam<strong>in</strong>g mach<strong>in</strong>e revenue between $1 million and $5 million be<br />

given 18 months to comply.<br />

17 That clubs which have difficulty comply<strong>in</strong>g with <strong>the</strong> requirement to adopt <strong>the</strong><br />

standardised report<strong>in</strong>g format due to resource constra<strong>in</strong>ts be eligible to apply for<br />

fund<strong>in</strong>g via <strong>the</strong> Club Viability Panel to make <strong>the</strong> necessary changes.<br />
