IPART considered <strong>the</strong> merits <strong>of</strong> extend<strong>in</strong>g <strong>the</strong> rebate, but concluded that it would not<br />

achieve its desired objective <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g club community contributions, as clubs<br />

already contribute close to twice <strong>the</strong>ir CDSE liability. If <strong>the</strong> cap were <strong>in</strong>creased<br />

under present circumstances, it would most likely result <strong>in</strong> government subsidy <strong>of</strong><br />

contributions already occurr<strong>in</strong>g, ra<strong>the</strong>r than an <strong>in</strong>crease <strong>in</strong> clubs’ community<br />

contributions.<br />

IPART <strong>the</strong>refore considers that <strong>the</strong> maximum CDSE rebate should rema<strong>in</strong><br />

unchanged as 1.5 per cent <strong>of</strong> prescribed pr<strong>of</strong>its.<br />
