1.3 The structure <strong>of</strong> this report<br />
This report presents and expla<strong>in</strong>s IPART’s f<strong>in</strong>d<strong>in</strong>gs and recommendations:<br />

Chapter 2 presents some background <strong>in</strong>formation on <strong>the</strong> registered clubs<br />
<strong>in</strong>dustry.<br />
Chapters 3 to 5 exam<strong>in</strong>e <strong>the</strong> role <strong>of</strong> clubs <strong>in</strong> <strong>the</strong> community and ways <strong>of</strong> better<br />
def<strong>in</strong><strong>in</strong>g and record<strong>in</strong>g <strong>the</strong> value <strong>of</strong> <strong>the</strong> social contribution made by <strong>the</strong> <strong>in</strong>dustry.<br />
Specifically:<br />
– Chapter 3 discusses IPART’s key f<strong>in</strong>d<strong>in</strong>gs on clubs’ social and economic<br />
contributions, <strong>in</strong>clud<strong>in</strong>g a discussion <strong>of</strong> social costs as well as benefits <strong>of</strong> clubs<br />
– Chapter 4 presents IPART’s methodology for estimat<strong>in</strong>g <strong>the</strong> size <strong>of</strong> clubs’<br />
social contributions, and a value for that contribution<br />
– Chapter 5 describes IPART’s proposals for enhanc<strong>in</strong>g <strong>the</strong> CDSE Scheme.<br />
Chapters 6 to 13 discuss threats to <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> clubs <strong>in</strong>dustry and<br />
measures to assist clubs <strong>in</strong> address<strong>in</strong>g <strong>the</strong>se. Specifically:<br />
– Chapter 6 discusses IPART’s key f<strong>in</strong>d<strong>in</strong>gs on <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> clubs<br />
<strong>in</strong>dustry and summarises its proposals to enhance clubs’ f<strong>in</strong>ancial viability<br />
– Chapter 7 discusses IPART’s recommendations for improv<strong>in</strong>g f<strong>in</strong>ancial<br />
report<strong>in</strong>g and performance benchmark<strong>in</strong>g <strong>in</strong> <strong>the</strong> clubs <strong>in</strong>dustry<br />
– Chapter 8 presents IPART’s recommendations to establish a Club Viability<br />
Panel to assist clubs to enhance <strong>the</strong>ir f<strong>in</strong>ancial viability<br />
– Chapter 9 focuses on IPART’s recommendations for streng<strong>the</strong>n<strong>in</strong>g clubs’<br />
corporate governance<br />
– Chapters 10, 11 and 12 discuss IPART’s recommendations for mak<strong>in</strong>g it easier<br />
for clubs to diversify <strong>the</strong>ir operations, to amalgamate and to be established<br />
– Chapter 13 discusses IPART’s recommendations for remov<strong>in</strong>g unnecessary<br />
regulatory restrictions on clubs.<br />
Chapter 14 outl<strong>in</strong>es IPART’s proposed framework for develop<strong>in</strong>g a detailed<br />
management plan for <strong>the</strong> clubs <strong>in</strong>dustry.<br />
