7.2 All clubs should be encouraged to monitor bus<strong>in</strong>ess efficiency and<br />
f<strong>in</strong>ancial viability measures and compare <strong>the</strong>ir performance to<br />
<strong>in</strong>dustry benchmarks<br />
As noted above, benchmark<strong>in</strong>g is an important tool that clubs can use to understand<br />
and streng<strong>the</strong>n <strong>the</strong>ir f<strong>in</strong>ancial viability. It enables clubs to compare <strong>the</strong>ir own<br />
f<strong>in</strong>ancial performance with that <strong>of</strong> similar clubs and <strong>the</strong> <strong>in</strong>dustry as a whole, and<br />
identify where <strong>the</strong>ir performance can be improved. <strong>Clubs</strong><strong>NSW</strong> has developed best<br />
practice guidel<strong>in</strong>es on benchmark<strong>in</strong>g for clubs which provides more detail on <strong>the</strong><br />
benefits <strong>of</strong> this tool (see Box 7.1).<br />
While some clubs (particularly <strong>the</strong> larger clubs) already use benchmark<strong>in</strong>g, IPART<br />
considers all clubs should be encouraged to monitor <strong>the</strong>ir performance on a range <strong>of</strong><br />
measures, and compare <strong>the</strong>ir performance to <strong>in</strong>dustry benchmarks. IPART has<br />
developed a set <strong>of</strong> ‘bus<strong>in</strong>ess efficiency’ measures and a set <strong>of</strong> ‘f<strong>in</strong>ancial viability’<br />
measures, based on <strong>in</strong>formation provided <strong>in</strong> stakeholder submissions, its<br />
consultations with case study clubs, and its review <strong>of</strong> exist<strong>in</strong>g benchmark<strong>in</strong>g material<br />
available to <strong>the</strong> <strong>in</strong>dustry. 111 IPART considers that monitor<strong>in</strong>g <strong>the</strong>se measures will<br />
assist clubs to assess <strong>the</strong> efficiency and pr<strong>of</strong>itability <strong>of</strong> <strong>the</strong>ir operat<strong>in</strong>g departments<br />
and bus<strong>in</strong>ess as a whole, and identify if <strong>the</strong>ir f<strong>in</strong>ancial viability is decl<strong>in</strong><strong>in</strong>g.<br />
These measures are discussed below.<br />

encourages best practice.<br />
As a result, benchmark<strong>in</strong>g can help a club to:<br />
