14 A framework for a management plan<br />

14.3 Develop<strong>in</strong>g <strong>the</strong> management plan<br />

<strong>Clubs</strong><strong>NSW</strong> proposed that <strong>the</strong> Club <strong>Industry</strong> Work<strong>in</strong>g Group be charged with<br />

develop<strong>in</strong>g <strong>the</strong> management plan <strong>in</strong> accordance with <strong>the</strong> framework. 256 This body<br />

was established <strong>in</strong> 2006 to pursue a number <strong>of</strong> reform <strong>in</strong>itiatives that had been under<br />

discussion between <strong>the</strong> clubs <strong>in</strong>dustry and <strong>the</strong> Government and has representatives<br />

from both club organisations and government. IPART agrees that <strong>the</strong> Club <strong>Industry</strong><br />

Work<strong>in</strong>g Group would be <strong>the</strong> most appropriate body to undertake <strong>the</strong> task, and it<br />

should do so <strong>in</strong> consultation with stakeholders. <strong>Clubs</strong><strong>NSW</strong> also submitted that<br />

IPART should set a tight timel<strong>in</strong>e to drive action. 257 IPART is <strong>of</strong> <strong>the</strong> view that<br />

requir<strong>in</strong>g a draft <strong>of</strong> <strong>the</strong> plan by <strong>the</strong> end <strong>of</strong> June 2009 is a reasonable timel<strong>in</strong>e to make<br />

allowance for <strong>the</strong> consultation that will be required.<br />

Recommendation<br />

69 That <strong>the</strong> Club <strong>Industry</strong> Work<strong>in</strong>g Group develop a draft <strong>in</strong>dustry management plan by<br />

<strong>the</strong> end <strong>of</strong> June 2009. The Club <strong>Industry</strong> Work<strong>in</strong>g Group should consult widely with<br />

stakeholders <strong>in</strong> develop<strong>in</strong>g <strong>the</strong> plan.<br />

14.4 Monitor<strong>in</strong>g <strong>the</strong> management plan<br />

IPART considers that <strong>Clubs</strong><strong>NSW</strong> should report annually on progress on develop<strong>in</strong>g<br />

and implement<strong>in</strong>g <strong>the</strong> management plan. The plan should be reviewed at regular<br />

<strong>in</strong>tervals, to ensure it is still relevant and effective for <strong>the</strong> 10 to 15 year timeframe it is<br />

<strong>in</strong>tended to serve.<br />
