Executive Summary<br />

Based on its exam<strong>in</strong>ation <strong>of</strong> <strong>the</strong> potential for streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> performance <strong>of</strong> <strong>the</strong><br />

<strong>in</strong>dustry, IPART has recommended a coord<strong>in</strong>ated response that requires action from<br />

<strong>in</strong>dividual clubs, government agencies such as <strong>the</strong> <strong>NSW</strong> Office <strong>of</strong> Liquor, Gam<strong>in</strong>g<br />

and Rac<strong>in</strong>g and <strong>in</strong>dustry peak bodies such as <strong>Clubs</strong><strong>NSW</strong>. Although approximately<br />

10 per cent <strong>of</strong> clubs are not members <strong>of</strong> <strong>Clubs</strong><strong>NSW</strong>, IPART considers it is <strong>the</strong> most<br />

appropriate body to implement several <strong>of</strong> this review’s proposed cross-<strong>in</strong>dustry<br />

<strong>in</strong>itiatives. <strong>Clubs</strong><strong>NSW</strong> has previously shown that it is capable <strong>of</strong> and will<strong>in</strong>g to<br />

implement such measures. For example, it helped to develop and will distribute <strong>the</strong><br />

pre-nom<strong>in</strong>ation pack for members wish<strong>in</strong>g to nom<strong>in</strong>ate for election as directors.<br />

IPART has also recommended that a new body, <strong>the</strong> Club Viability Panel, be<br />

established to oversee, coord<strong>in</strong>ate and advise on many <strong>of</strong> its recommendations for<br />

improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial viability.<br />

IPART’s recommendations <strong>in</strong>volve a strategy <strong>of</strong> provid<strong>in</strong>g clubs with <strong>the</strong> tools to<br />

identify when <strong>the</strong>ir f<strong>in</strong>ancial performance is decl<strong>in</strong><strong>in</strong>g and <strong>of</strong>fer<strong>in</strong>g assistance to<br />

clubs and <strong>the</strong>ir management to adapt and change. However, even with this<br />

assistance, IPART does recognise that <strong>the</strong>re are some clubs for which no amount <strong>of</strong><br />

improved f<strong>in</strong>ancial and o<strong>the</strong>r management will ensure <strong>the</strong>ir <strong>in</strong>dividual survival and<br />

that <strong>the</strong>se clubs may need assistance <strong>in</strong> explor<strong>in</strong>g options such as amalgamation.<br />

IPART has recommended <strong>in</strong>itiatives across seven areas to improve clubs’ f<strong>in</strong>ancial<br />

viability, <strong>in</strong>clud<strong>in</strong>g:<br />

improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and benchmark<strong>in</strong>g <strong>the</strong>ir performance<br />

establish<strong>in</strong>g a Club Viability Panel to assist clubs to identify <strong>the</strong> early signs <strong>of</strong><br />

f<strong>in</strong>ancial distress and to advise on potential responses<br />

improv<strong>in</strong>g clubs’ corporate governance, <strong>in</strong>clud<strong>in</strong>g through tra<strong>in</strong><strong>in</strong>g and<br />

development for <strong>the</strong>ir boards and managers<br />

help<strong>in</strong>g clubs better understand <strong>the</strong> risks and benefits <strong>of</strong> diversify<strong>in</strong>g <strong>the</strong>ir<br />

operations<br />

mak<strong>in</strong>g it easier for clubs that are unlikely to be able to improve <strong>the</strong>ir f<strong>in</strong>ancial<br />

viability to amalgamate<br />

mak<strong>in</strong>g it easier for new clubs to be established <strong>in</strong> response to changes <strong>in</strong><br />

demographics and <strong>in</strong>terests<br />

remov<strong>in</strong>g unnecessary regulatory restrictions on clubs.<br />

Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and benchmark<strong>in</strong>g <strong>the</strong>ir performance<br />

Detailed f<strong>in</strong>ancial report<strong>in</strong>g, coupled with relevant analysis <strong>in</strong> a timely and ongo<strong>in</strong>g<br />

manner, will assist clubs <strong>in</strong> identify<strong>in</strong>g where <strong>the</strong>ir f<strong>in</strong>ancial performance can<br />

improve, when <strong>the</strong>ir f<strong>in</strong>ancial performance is decl<strong>in</strong><strong>in</strong>g, and whe<strong>the</strong>r <strong>the</strong>y are<br />

f<strong>in</strong>ancially viable <strong>in</strong> <strong>the</strong> long term. Once a club is able to understand and <strong>in</strong>terpret its<br />

f<strong>in</strong>ancial performance, <strong>the</strong> next step is to address any issues revealed by this analysis.<br />

<strong>Clubs</strong> may also require assistance with this step.<br />
