IPART exam<strong>in</strong>ed four regulatory restrictions that <strong>Clubs</strong><strong>NSW</strong> submitted create an<br />

unnecessary burden on <strong>the</strong> clubs <strong>in</strong>dustry: limitations on club membership size, club<br />

sign-<strong>in</strong> procedures and <strong>the</strong> ‘five kilometre rule’, restrictions on contract caterers<br />

serv<strong>in</strong>g alcohol, and <strong>the</strong> prohibition on clubs provid<strong>in</strong>g <strong>of</strong>f-site cater<strong>in</strong>g. IPART<br />

concluded that:<br />

The prohibition on clubs provid<strong>in</strong>g <strong>of</strong>f-site cater<strong>in</strong>g should be removed.<br />

Framework for a management plan<br />

IPART has developed a framework to assist stakeholders <strong>in</strong> <strong>the</strong> <strong>in</strong>dustry to develop a<br />

detailed <strong>in</strong>dustry management plan. This framework maps out <strong>the</strong> pr<strong>in</strong>ciples,<br />

processes and issues that should be considered.<br />

The management plan will build on <strong>the</strong> exist<strong>in</strong>g cooperative relationship between<br />

<strong>the</strong> registered clubs <strong>in</strong>dustry and <strong>the</strong> Government by formalis<strong>in</strong>g an agreed set <strong>of</strong><br />

pr<strong>in</strong>ciples and actions for facilitat<strong>in</strong>g a susta<strong>in</strong>able clubs <strong>in</strong>dustry over <strong>the</strong> next 10 to<br />

15 years. The plan is <strong>in</strong>tended to provide a bluepr<strong>in</strong>t for a susta<strong>in</strong>able clubs <strong>in</strong>dustry<br />

that cont<strong>in</strong>ues to provide substantial and effectively targeted community support,<br />

without attempt<strong>in</strong>g to ensure <strong>the</strong> future <strong>of</strong> every <strong>in</strong>dividual club <strong>in</strong> its current form.<br />

The management plan will <strong>in</strong>clude a <strong>Clubs</strong> Charter, which will outl<strong>in</strong>e <strong>the</strong> broad<br />

obligations that apply to clubs <strong>in</strong> conduct<strong>in</strong>g <strong>the</strong>ir operations and to <strong>the</strong> Government<br />

<strong>in</strong> regulat<strong>in</strong>g clubs. The plan is also a means to draw toge<strong>the</strong>r all <strong>of</strong> IPART’s<br />

recommendations for action from this review <strong>in</strong> a coord<strong>in</strong>ated manner.<br />

IPART has recommended that <strong>the</strong> Club <strong>Industry</strong> Work<strong>in</strong>g Group be asked to prepare<br />

<strong>the</strong> management plan, <strong>in</strong> consultation with stakeholders. This body was established<br />

<strong>in</strong> 2006 to pursue a number <strong>of</strong> reform <strong>in</strong>itiatives that had been under discussion<br />

between <strong>the</strong> clubs <strong>in</strong>dustry and <strong>the</strong> <strong>NSW</strong> Government and has representatives from<br />

both club organisations and government.<br />
