IPART notes that ASC highlighted o<strong>the</strong>r studies that found that on a Local<br />

Government Area (LGA) level <strong>the</strong>re was a strong correlation between <strong>the</strong> density <strong>of</strong><br />

gam<strong>in</strong>g mach<strong>in</strong>es per 1000 adults and net gam<strong>in</strong>g mach<strong>in</strong>e expenditure. 260 In<br />

addition, ASC presented data from two LGAs <strong>in</strong> <strong>NSW</strong> that show how over time, <strong>in</strong><br />

areas with a high density <strong>of</strong> gam<strong>in</strong>g mach<strong>in</strong>es, gam<strong>in</strong>g pr<strong>of</strong>its have <strong>in</strong>creased more<br />

rapidly than any <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number <strong>of</strong> adults <strong>in</strong> <strong>the</strong> population or <strong>in</strong>creases <strong>in</strong><br />

<strong>the</strong> number <strong>of</strong> mach<strong>in</strong>es <strong>in</strong> <strong>the</strong> area.<br />

IPART does not dispute <strong>the</strong>se f<strong>in</strong>d<strong>in</strong>gs and acknowledges <strong>the</strong> important operation <strong>of</strong><br />

both <strong>the</strong> cap on gam<strong>in</strong>g mach<strong>in</strong>e numbers <strong>in</strong> <strong>NSW</strong> as well as <strong>the</strong> SIA/LIA processes<br />

that limit <strong>the</strong> number <strong>of</strong> gam<strong>in</strong>g mach<strong>in</strong>es that can be <strong>in</strong>troduced <strong>in</strong>to LGAs. These<br />

policies operate to limit <strong>the</strong> potentially harmful impacts that can result from an<br />

unacceptably high level <strong>of</strong> access to gam<strong>in</strong>g mach<strong>in</strong>es. <strong>Clubs</strong> need to cont<strong>in</strong>ue<br />

operat<strong>in</strong>g with<strong>in</strong> <strong>the</strong> requirements <strong>of</strong> <strong>the</strong>se processes and work with Government to<br />

m<strong>in</strong>imise <strong>the</strong> potentially harmful effects that can result from <strong>the</strong> operation <strong>of</strong> gam<strong>in</strong>g<br />

mach<strong>in</strong>es.<br />
