Wagga RSL Club’s performance assessment process<br />

<br />

Wagga RSL Club has moved to more formally assess its directors’ performance. It surveys<br />

directors, ask<strong>in</strong>g <strong>the</strong>m to rate <strong>the</strong>mselves and o<strong>the</strong>r directors aga<strong>in</strong>st statements such as:<br />

– <strong>the</strong> director understands <strong>the</strong> role <strong>the</strong> board plays <strong>in</strong> govern<strong>in</strong>g <strong>the</strong> club<br />

– <strong>the</strong> director actively contributes to f<strong>in</strong>ancial discussions<br />

– <strong>the</strong> director is committed to <strong>the</strong> ongo<strong>in</strong>g pr<strong>of</strong>essional development <strong>of</strong> <strong>the</strong> board and<br />

management team.<br />

Directors <strong>the</strong>n compare <strong>the</strong>ir self-assessed performance rat<strong>in</strong>g with <strong>the</strong> performance rat<strong>in</strong>g<br />

determ<strong>in</strong>ed by <strong>the</strong>ir peers. This allowed directors to identify skills that <strong>the</strong>y needed to<br />

fur<strong>the</strong>r develop, possibly through complet<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g.<br />

Despite some <strong>in</strong>itial reluctance about <strong>in</strong>troduc<strong>in</strong>g this process, <strong>the</strong> directors now generally<br />

view it as valuable tool to help improve <strong>the</strong>ir skills.<br />

Require board nom<strong>in</strong>ees to undertake pre-election tra<strong>in</strong><strong>in</strong>g<br />

IPART considers board nom<strong>in</strong>ees should be required to undertake pre-election<br />

tra<strong>in</strong><strong>in</strong>g as a way <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>ir awareness <strong>of</strong> <strong>the</strong> responsibilities <strong>in</strong>volved <strong>in</strong><br />

be<strong>in</strong>g a club director. It notes <strong>the</strong> recently <strong>in</strong>troduced requirement <strong>in</strong> <strong>the</strong> <strong>Registered</strong><br />

<strong>Clubs</strong> Act for people nom<strong>in</strong>at<strong>in</strong>g for board positions to make a written declaration<br />

that <strong>the</strong>y have received a pre-election package <strong>of</strong> <strong>in</strong>formation approved by OLGR. 149<br />

IPART understands that OLGR is <strong>in</strong> <strong>the</strong> process <strong>of</strong> approv<strong>in</strong>g a pre-election package<br />

developed by <strong>Clubs</strong><strong>NSW</strong>. Once this package is approved, <strong>Clubs</strong><strong>NSW</strong> will make it<br />

freely available to all clubs, <strong>in</strong>clud<strong>in</strong>g those that are not members <strong>of</strong> <strong>Clubs</strong><strong>NSW</strong>. 150<br />

IPART considers that if <strong>the</strong> pre-election package approved by OLGR is similar to<br />

<strong>Clubs</strong><strong>NSW</strong>’s exist<strong>in</strong>g package (which <strong>in</strong>cludes a DVD that addresses issues such as<br />

<strong>the</strong> qualities directors should have, <strong>the</strong> responsibilities <strong>of</strong> a director, and <strong>the</strong><br />

importance <strong>of</strong> understand<strong>in</strong>g f<strong>in</strong>ancial statements), <strong>the</strong> current requirement that<br />

board nom<strong>in</strong>ees make a written statement that <strong>the</strong>y have received this package is<br />

sufficient.<br />

149 <strong>Registered</strong> <strong>Clubs</strong> Amendment Act 2006. This provision will commence when <strong>the</strong> support<strong>in</strong>g regulations<br />

are f<strong>in</strong>alised later <strong>in</strong> <strong>the</strong> year. As <strong>the</strong> provision is currently drafted, if a director does not comply with<br />

<strong>the</strong> requirement, his/her club could be liable to pay a f<strong>in</strong>e <strong>of</strong> up to $1100 (Section 47 <strong>Registered</strong> <strong>Clubs</strong><br />

Act).<br />
