Royal <strong>NSW</strong> Bowl<strong>in</strong>g Association Incorporated (Bowls <strong>NSW</strong>)<br />

Bowls <strong>NSW</strong> is <strong>the</strong> peak body for 609 affiliated bowl<strong>in</strong>g clubs <strong>in</strong> <strong>NSW</strong>.<br />

The Leagues <strong>Clubs</strong>’ Association <strong>of</strong> <strong>NSW</strong> (Leagues <strong>Clubs</strong>’ Association)<br />

The Leagues <strong>Clubs</strong>’ Association is <strong>the</strong> peak body that represents, <strong>in</strong>forms, supports<br />

and assist <strong>the</strong> <strong>in</strong>terests <strong>of</strong> 84 registered leagues clubs <strong>in</strong> <strong>NSW</strong>. 16<br />

<strong>NSW</strong> Golf Association Limited (<strong>NSW</strong> Golf)<br />

<strong>NSW</strong> Golf is <strong>the</strong> peak body represent<strong>in</strong>g 394 golf clubs <strong>in</strong> <strong>NSW</strong>. 17 Its ma<strong>in</strong> activities<br />

concern <strong>the</strong> promotion <strong>of</strong> <strong>the</strong> efficiency, progress, general control and development<br />

<strong>of</strong> <strong>the</strong> game <strong>of</strong> golf <strong>in</strong> <strong>NSW</strong>.<br />

Federation <strong>of</strong> Community, Sport<strong>in</strong>g and Workers’ <strong>Clubs</strong> Limited<br />

The Federation <strong>of</strong> Community, Sport<strong>in</strong>g and Workers’ <strong>Clubs</strong> Limited is <strong>the</strong> peak<br />

body represent<strong>in</strong>g 61 community, sport<strong>in</strong>g and workers clubs <strong>in</strong> <strong>NSW</strong>. 18<br />

2.3 Regulatory framework govern<strong>in</strong>g <strong>the</strong> <strong>in</strong>dustry<br />

<strong>Registered</strong> clubs currently operate with<strong>in</strong> a regulatory framework that <strong>in</strong>volves four<br />

ma<strong>in</strong> acts and four ma<strong>in</strong> regulatory bodies. IPART notes that on 1 July 2008 changes<br />

to <strong>the</strong> regulatory environment shall take effect as a result <strong>of</strong> a package <strong>of</strong> reforms<br />

conta<strong>in</strong>ed <strong>in</strong> <strong>the</strong> Liquor Act 2007, Cas<strong>in</strong>o, Liquor and Gam<strong>in</strong>g Control Authority Act 2007<br />

and <strong>the</strong> Miscellaneous Acts (Cas<strong>in</strong>o, Liquor and Gam<strong>in</strong>g) Amendment Act 2007.<br />

Among <strong>the</strong>se reforms will be <strong>the</strong> creation <strong>of</strong> a new Cas<strong>in</strong>o Liquor and Gam<strong>in</strong>g<br />

Control Authority that shall take over <strong>the</strong> functions <strong>of</strong> <strong>the</strong> Licens<strong>in</strong>g Court and <strong>the</strong><br />

Liquor Adm<strong>in</strong>istration Board under <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> Act 1976 and <strong>the</strong> Gam<strong>in</strong>g<br />

Mach<strong>in</strong>es Act 2001 and shall also replace <strong>the</strong> Cas<strong>in</strong>o Control Authority as <strong>the</strong><br />

licens<strong>in</strong>g and regulatory authority for <strong>the</strong> purposes <strong>of</strong> <strong>the</strong> Cas<strong>in</strong>o Control Act 1992.<br />

IPART’s review has taken place <strong>in</strong> <strong>the</strong> pre -1 July 2008 regulatory environment, and<br />

this report largely reflects that. The relevant legislation and roles <strong>of</strong> <strong>the</strong> regulatory<br />

bodies both pre and post 1 July 2008 are outl<strong>in</strong>ed below.<br />
