14 A framework for a management plan<br />

treat club members respectfully and fairly.<br />

Under <strong>the</strong> charter, <strong>the</strong> responsibilities <strong>of</strong> Government could be to:<br />

create a legislative and regulatory environment that allows for <strong>the</strong> susta<strong>in</strong>ability<br />

<strong>of</strong> <strong>the</strong> registered clubs <strong>in</strong>dustry<br />

consult with <strong>the</strong> <strong>in</strong>dustry to determ<strong>in</strong>e <strong>the</strong> likely impact <strong>of</strong> any proposed changes<br />

to Government policy affect<strong>in</strong>g <strong>the</strong> revenue stream from gam<strong>in</strong>g mach<strong>in</strong>es<br />

facilitate research and data collection to <strong>in</strong>form policy-mak<strong>in</strong>g<br />

recognise <strong>the</strong> diversity <strong>of</strong> clubs by size, location and purpose and develop policy<br />

that accommodates that diversity.<br />

14.2.3 O<strong>the</strong>r components <strong>of</strong> <strong>the</strong> management plan<br />

The management plan should be constructed around IPART’s recommendations for<br />

action for <strong>the</strong> <strong>in</strong>dustry and could <strong>in</strong>clude <strong>the</strong> follow<strong>in</strong>g sections.<br />

Enhanc<strong>in</strong>g clubs’ social contribution<br />

Actions should aim to encourage cont<strong>in</strong>uation <strong>of</strong> clubs’ social contribution, enhance<br />

it, better target it and communicate it to <strong>the</strong> community. Actions could <strong>in</strong>clude:<br />

<strong>the</strong> Government and <strong>Clubs</strong><strong>NSW</strong> mak<strong>in</strong>g a commitment to <strong>the</strong> fundamentals <strong>of</strong><br />

<strong>the</strong> current CDSE Scheme<br />

local government and clubs enhanc<strong>in</strong>g <strong>the</strong>ir promotion <strong>of</strong> <strong>the</strong> CDSE Scheme on<br />

council and club websites, <strong>in</strong>clud<strong>in</strong>g publicis<strong>in</strong>g CDSE-funded projects on club<br />

websites and <strong>in</strong> annual reports<br />

<strong>Clubs</strong><strong>NSW</strong> encourag<strong>in</strong>g smaller clubs below <strong>the</strong> CDSE threshold to participate <strong>in</strong><br />

a CDSE local committee process<br />

OLGR provid<strong>in</strong>g greater support to CDSE local committees through an annual<br />

conference for committees and provision <strong>of</strong> support materials on such issues as<br />

priority-sett<strong>in</strong>g, decision-mak<strong>in</strong>g and conflict resolution procedures, and<br />

<strong>in</strong>formation to clubs on valu<strong>in</strong>g <strong>in</strong>-k<strong>in</strong>d contributions.<br />

Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial viability<br />

Actions should aim to enhance clubs’ f<strong>in</strong>ancial viability, <strong>in</strong> accordance with <strong>the</strong><br />

pr<strong>in</strong>ciple that clubs should seek to optimise <strong>the</strong>ir f<strong>in</strong>ancial performance, but not with<br />

<strong>the</strong> sole aim <strong>of</strong> maximis<strong>in</strong>g pr<strong>of</strong>it.<br />
