8 Establish<strong>in</strong>g a Club Viability Panel<br />

8.4.1 Facilitat<strong>in</strong>g clubs’ transition to standardised report<strong>in</strong>g format<br />

As discussed <strong>in</strong> section 7.1, IPART recommends that <strong>the</strong> Club Viability Panel<br />

develop a standardised report<strong>in</strong>g format or formats for clubs’ f<strong>in</strong>ancial management<br />

accounts, and recommend this format to <strong>the</strong> M<strong>in</strong>ister for Gam<strong>in</strong>g and Rac<strong>in</strong>g<br />

(Recommendation 15).<br />

Once approved, clubs with annual gam<strong>in</strong>g revenue <strong>of</strong> less than $5 million would be<br />

required to use <strong>the</strong> format (Recommendation 14). To help with <strong>the</strong> transition to <strong>the</strong><br />

new formats, <strong>the</strong>se clubs would be required to submit a set <strong>of</strong> f<strong>in</strong>ancial management<br />

accounts <strong>in</strong> <strong>the</strong>ir current format to <strong>the</strong> Panel so it can determ<strong>in</strong>e whe<strong>the</strong>r this format<br />

is consistent with <strong>the</strong> new standardised format, can produce <strong>the</strong> same outcomes and<br />

is <strong>the</strong>refore exempt, or whe<strong>the</strong>r <strong>the</strong> club is required to change to <strong>the</strong> new format<br />

(Recommendation 16).<br />

Both develop<strong>in</strong>g <strong>the</strong> standardised report<strong>in</strong>g format, and assess<strong>in</strong>g clubs’ current<br />

report<strong>in</strong>g format would be ‘one-<strong>of</strong>f’ tasks for <strong>the</strong> Panel.<br />

8.4.2 Produc<strong>in</strong>g <strong>in</strong>dustry benchmarks and communicat<strong>in</strong>g <strong>the</strong>m to <strong>the</strong> <strong>in</strong>dustry on<br />

an annual basis<br />

As discussed <strong>in</strong> section 7.3, IPART recommends that <strong>the</strong> Panel undertake <strong>the</strong><br />

follow<strong>in</strong>g activities <strong>in</strong> relation to benchmark<strong>in</strong>g:<br />

Develop<strong>in</strong>g and recommend<strong>in</strong>g to <strong>the</strong> M<strong>in</strong>ister for Gam<strong>in</strong>g and Rac<strong>in</strong>g a suite <strong>of</strong><br />

bus<strong>in</strong>ess efficiency and f<strong>in</strong>ancial viability measures (Recommendation 20), which<br />

clubs with annual gam<strong>in</strong>g mach<strong>in</strong>e revenue <strong>of</strong> less than $5 million would be<br />

required to report annually (Recommendation 21).<br />

Receiv<strong>in</strong>g annual data from <strong>the</strong> clubs on <strong>the</strong>se measures. (<strong>Clubs</strong> <strong>the</strong>mselves will<br />

be required to calculate <strong>the</strong> measures and submit <strong>the</strong>m to <strong>the</strong> Panel; <strong>the</strong> adoption<br />

<strong>of</strong> <strong>the</strong> standardised report<strong>in</strong>g format will facilitate this calculation)<br />

(Recommendation 21).<br />

Us<strong>in</strong>g <strong>the</strong> data submitted by clubs to calculate <strong>in</strong>dustry-wide benchmarks for each<br />

measure, and segment <strong>the</strong>se benchmarks by club size, type and location to allow<br />

clubs to compare <strong>the</strong>ir performance with ‘like’ clubs (Recommendation 22).<br />

To communicate <strong>the</strong> benchmarks, IPART considers that <strong>the</strong> Panel should:<br />

Issue an automated report to each participat<strong>in</strong>g club <strong>in</strong>dicat<strong>in</strong>g how its<br />

performance on each measure compares to <strong>the</strong> rest <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry. This report<br />

would not <strong>in</strong>clude any analysis <strong>of</strong> <strong>the</strong> implications <strong>of</strong> <strong>the</strong> club’s performance.<br />

Publish a table <strong>of</strong> <strong>in</strong>dustry-wide benchmarks <strong>in</strong>clud<strong>in</strong>g any segmentation by club<br />

size, type and location.<br />

While develop<strong>in</strong>g and recommend<strong>in</strong>g <strong>the</strong> suite <strong>of</strong> measures would be a ‘one-<strong>of</strong>f’ task<br />

for <strong>the</strong> Panel, <strong>the</strong> benchmark<strong>in</strong>g and communication process would be undertaken<br />

on an annual basis.<br />
