A Terms <strong>of</strong> reference<br />
The Tribunal is asked to review and make recommendations on <strong>the</strong> follow<strong>in</strong>g key<br />
issues:<br />
<strong>Registered</strong> <strong>Clubs</strong>’ role <strong>in</strong> <strong>the</strong> community<br />

The exist<strong>in</strong>g contribution <strong>of</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong>dustry to <strong>the</strong> provision <strong>of</strong><br />
social <strong>in</strong>frastructure and services and a methodology to identify and record <strong>the</strong><br />
value <strong>of</strong> such provision both now and <strong>in</strong> <strong>the</strong> future.<br />
Employment and o<strong>the</strong>r economic opportunities afforded by <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong><br />
<strong>in</strong>dustry and how <strong>the</strong> <strong>in</strong>dustry can enhance <strong>the</strong>se opportunities, with special<br />
reference to regional and rural areas.<br />
Exist<strong>in</strong>g and proposed statutory requirements for <strong>the</strong> provision <strong>of</strong> assistance to<br />
<strong>the</strong> community and <strong>the</strong> effectiveness <strong>of</strong> current community expenditure by clubs,<br />
ways <strong>in</strong> which <strong>Clubs</strong> can best target expenditure towards identified community<br />
needs.<br />
Development <strong>of</strong> a Charter to support <strong>Registered</strong> <strong>Clubs</strong>, <strong>the</strong>ir members, and <strong>the</strong><br />
wider community, def<strong>in</strong><strong>in</strong>g <strong>Registered</strong> <strong>Clubs</strong>’ roles and stakeholders’ and <strong>the</strong><br />
<strong>NSW</strong> Government’s expectations <strong>of</strong> <strong>the</strong>m. This should <strong>in</strong>clude consideration <strong>of</strong><br />
ways <strong>of</strong> communication between clubs and <strong>the</strong> community about available<br />
services and support for <strong>the</strong> community.<br />
Options for <strong>the</strong> roles <strong>Registered</strong> <strong>Clubs</strong> might play <strong>in</strong> advanc<strong>in</strong>g <strong>the</strong> <strong>NSW</strong><br />
Government’s priorities as set out <strong>in</strong> <strong>the</strong> State Plan. Consideration should be<br />
given to opportunities for <strong>Registered</strong> <strong>Clubs</strong> and <strong>NSW</strong> Government agencies to<br />
work toge<strong>the</strong>r to identify and pursue <strong>the</strong> best social outcomes <strong>of</strong> <strong>the</strong> community.<br />
Options for enhanc<strong>in</strong>g <strong>the</strong> social contribution <strong>of</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong> <strong>the</strong> future.<br />
F<strong>in</strong>ancial viability and streng<strong>the</strong>n<strong>in</strong>g performance<br />

The f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong>dustry, specifically identify<strong>in</strong>g<br />
areas where clubs are ei<strong>the</strong>r prosper<strong>in</strong>g or decl<strong>in</strong><strong>in</strong>g and exam<strong>in</strong><strong>in</strong>g <strong>the</strong> reasons<br />
for any decl<strong>in</strong>e and how it might be reversed. The Tribunal should make<br />
recommendations on bus<strong>in</strong>ess efficiency performance measures for use by <strong>the</strong><br />
<strong>in</strong>dustry, hav<strong>in</strong>g regard to <strong>the</strong> diversity <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry.<br />
Effective operations <strong>of</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong> <strong>the</strong> context <strong>of</strong> be<strong>in</strong>g community based,<br />
not for pr<strong>of</strong>it, entities and options for future diversification <strong>of</strong> bus<strong>in</strong>ess operations.<br />
Options for improv<strong>in</strong>g f<strong>in</strong>ancial management <strong>in</strong>clud<strong>in</strong>g capital expenditure<br />
proposals, and support schemes (<strong>in</strong>clud<strong>in</strong>g ClubBIZ) to provide guidance,<br />
management, strategic plann<strong>in</strong>g and o<strong>the</strong>r assistance to clubs. Consideration<br />
should be given to <strong>the</strong> steps to be taken where a <strong>Registered</strong> Club is <strong>in</strong> f<strong>in</strong>ancial<br />
difficulty. Consideration should also be given to successful f<strong>in</strong>ancial management<br />
strategies that could be exercised by <strong>Registered</strong> <strong>Clubs</strong>.<br />
Tra<strong>in</strong><strong>in</strong>g and development needs for <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong>dustry and costefficient<br />
and effective ways for <strong>the</strong> provision <strong>of</strong> <strong>the</strong>se needs.<br />
