prosper<strong>in</strong>g or decl<strong>in</strong><strong>in</strong>g and exam<strong>in</strong><strong>in</strong>g <strong>the</strong> reasons for any<br />
decl<strong>in</strong>e and how it might be reversed.<br />
The Tribunal should make recommendations on bus<strong>in</strong>ess<br />
efficiency performance measures for use by <strong>the</strong> <strong>in</strong>dustry,<br />
hav<strong>in</strong>g regard to <strong>the</strong> diversity <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry.<br />
Effective operations <strong>of</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong> <strong>the</strong> context <strong>of</strong><br />
be<strong>in</strong>g community-based, not for pr<strong>of</strong>it entities and options<br />
for future diversification <strong>of</strong> bus<strong>in</strong>ess operations.<br />
Options for improv<strong>in</strong>g f<strong>in</strong>ancial management <strong>in</strong>clud<strong>in</strong>g<br />
capital expenditure proposals, support schemes (<strong>in</strong>clud<strong>in</strong>g<br />
ClubBIZ) to provide guidance, management, strategic<br />
plann<strong>in</strong>g and o<strong>the</strong>r assistance to clubs. Consideration<br />
should be given to <strong>the</strong> steps to be taken where a <strong>Registered</strong><br />
Club is <strong>in</strong> f<strong>in</strong>ancial difficulty. Consideration should be given<br />
to successful f<strong>in</strong>ancial management strategies that could be<br />
exercised by <strong>Registered</strong> <strong>Clubs</strong>. Consideration should also be<br />
given to <strong>the</strong> steps to be taken where a <strong>Registered</strong> Club is <strong>in</strong><br />
f<strong>in</strong>ancial difficulty.<br />
Tra<strong>in</strong><strong>in</strong>g and development needs for <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong><br />
<strong>in</strong>dustry and cost-efficient and effective ways for <strong>the</strong><br />
provision <strong>of</strong> <strong>the</strong>se needs.<br />
The procedure for amalgamations and movement <strong>of</strong> assets<br />
between <strong>Registered</strong> <strong>Clubs</strong>, while ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong>ir status as<br />
community-based not–for-pr<strong>of</strong>it entities and ensur<strong>in</strong>g <strong>the</strong><br />
protection and preservation <strong>of</strong> community assets.<br />
Barriers to <strong>the</strong> establishment and relocation <strong>of</strong> <strong>Registered</strong><br />
<strong>Clubs</strong> and how <strong>the</strong>y could be reduced <strong>in</strong> order to encourage<br />
<strong>Registered</strong> <strong>Clubs</strong> to locate <strong>in</strong> areas that would most benefit<br />
from <strong>the</strong>m.<br />
The Tribunal is also asked to review and make recommendations on:<br />

Exist<strong>in</strong>g and proposed legislative and policy objectives and<br />
possible changes that may be required to <strong>the</strong> regulatory<br />
framework to support <strong>in</strong>dustry development and reduce ‘red<br />
tape’.<br />
Ma<strong>in</strong>tenance and development <strong>of</strong> a strong code <strong>of</strong><br />
corporate governance (<strong>in</strong>clud<strong>in</strong>g risk management).<br />
Develop<strong>in</strong>g a shared vision between Government and <strong>the</strong><br />
<strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong>dustry on compliance issues, nature and<br />
levels <strong>of</strong> community service support and social<br />
responsibility.<br />
Any additional issues it identifies that would significantly<br />
improve <strong>the</strong> susta<strong>in</strong>ability <strong>of</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> <strong>in</strong>dustry.<br />
