4 Measur<strong>in</strong>g and report<strong>in</strong>g on club contributions<br />

<strong>Clubs</strong><strong>NSW</strong> argued that clubs’ <strong>in</strong>direct (or <strong>in</strong>tangible) contributions should be<br />

measured quantitatively through a ‘will<strong>in</strong>gness to pay’ approach ra<strong>the</strong>r than<br />

qualitatively. It put <strong>the</strong> view that this approach (which would <strong>in</strong>volve a choice<br />

modell<strong>in</strong>g exercise) can accurately capture <strong>the</strong> value <strong>of</strong> club-provided <strong>in</strong>direct<br />

benefits as well as highlight <strong>the</strong> club services that are most highly valued by <strong>the</strong><br />

community. 71<br />

However, IPART considers that qualitative statements are more appropriate for<br />

identify<strong>in</strong>g and record<strong>in</strong>g this component <strong>of</strong> clubs’ social contribution. IPART<br />

acknowledges that a choice modell<strong>in</strong>g exercise might be useful for estimat<strong>in</strong>g <strong>the</strong><br />

economic benefit communities derive from club-provided community services. But<br />

IPART considers that this approach is not appropriate for estimat<strong>in</strong>g <strong>the</strong> value <strong>of</strong><br />

clubs’ <strong>in</strong>direct social contributions, as its terms <strong>of</strong> reference ask it to do. In particular,<br />

Calculat<strong>in</strong>g <strong>the</strong> value <strong>of</strong> someth<strong>in</strong>g requires a different approach to calculat<strong>in</strong>g <strong>the</strong><br />

benefit derived from someth<strong>in</strong>g. In economics, <strong>the</strong> calculation <strong>of</strong> a benefit<br />

<strong>in</strong>volves estimat<strong>in</strong>g <strong>the</strong> consumer and producer surplus for a good or service. But<br />

<strong>the</strong> calculation <strong>of</strong> a value requires a valuation, which usually <strong>in</strong>volves some form<br />

<strong>of</strong> market- or cost-based approach.<br />

To use <strong>the</strong> choice modell<strong>in</strong>g technique to measure <strong>the</strong> <strong>in</strong>direct contributions <strong>of</strong><br />

clubs you would need to be able to measure consumers’ will<strong>in</strong>gness to pay for<br />

different levels <strong>of</strong> outcomes that are difficult for <strong>the</strong>m to identify (such as safe<br />

environments for families and quality <strong>of</strong> life for <strong>the</strong> elderly). Unlike choices<br />

between specific products, it is unclear what is meant by <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>se<br />

outcomes by, say, 10 per cent.<br />

Us<strong>in</strong>g <strong>the</strong> choice modell<strong>in</strong>g technique would also implicitly assume that clubs are<br />

best placed to deliver <strong>the</strong>se outcomes (as opposed to <strong>the</strong> Government or <strong>the</strong><br />

private sector), which may not necessarily be <strong>the</strong> case. The community may be<br />

will<strong>in</strong>g to pay for <strong>the</strong>se <strong>in</strong>direct, <strong>in</strong>tangible benefits, regardless <strong>of</strong> how <strong>the</strong>y are<br />
