8 Establish<strong>in</strong>g a Club Viability Panel<br />

IPART considers <strong>the</strong> recommendations for improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and<br />

performance benchmark<strong>in</strong>g (discussed <strong>in</strong> Chapter 7) require <strong>the</strong> support <strong>of</strong> a body to<br />

help implement <strong>the</strong>m and drive <strong>the</strong> agenda for change. In particular, IPART<br />

considers that a Club Viability Panel (<strong>the</strong> Panel) should be established to perform this<br />

role, and provide o<strong>the</strong>r assistance to <strong>the</strong> registered clubs <strong>in</strong>dustry. The sections<br />

below discuss:<br />

<strong>the</strong> Panel’s purpose and functions<br />

that <strong>the</strong> Panel’s role should be advisory ra<strong>the</strong>r than supervisory<br />

<strong>the</strong> Panel’s membership and secretariat<br />

<strong>the</strong> Panel’s ma<strong>in</strong> tasks and activities<br />

how <strong>the</strong> Panel’s purpose and activities differ from those <strong>of</strong> o<strong>the</strong>r bodies<br />

established to support <strong>the</strong> clubs <strong>in</strong>dustry<br />

how <strong>the</strong> Panel and its activities should be funded<br />

that <strong>the</strong> Panel’s effectiveness should be reviewed after three years.<br />

8.1 The Club Viability Panel’s purpose and functions<br />

IPART considers <strong>the</strong> ma<strong>in</strong> purpose <strong>of</strong> <strong>the</strong> Panel would be to help identify clubs that<br />

are at risk <strong>of</strong> be<strong>in</strong>g <strong>in</strong> f<strong>in</strong>ancial distress, and to <strong>of</strong>fer those clubs fur<strong>the</strong>r assessment,<br />

advice and support to help <strong>the</strong>m improve <strong>the</strong>ir f<strong>in</strong>ancial viability. As Chapter 6<br />

discussed, <strong>the</strong> earlier <strong>the</strong> signs that a club may be <strong>in</strong> f<strong>in</strong>ancial distress are identified,<br />

<strong>the</strong> sooner <strong>the</strong> club can put <strong>in</strong> place strategies to promote its long-term viability<br />

(ei<strong>the</strong>r <strong>in</strong> its own right or as a viable prospect for amalgamation). In turn, this helps<br />

to reta<strong>in</strong> <strong>the</strong> club’s assets as community assets.<br />

IPART considers that <strong>the</strong> Panel’s primary functions would be:<br />

facilitat<strong>in</strong>g <strong>the</strong> process <strong>of</strong> transition<strong>in</strong>g clubs to a standardised report<strong>in</strong>g format<br />

for <strong>the</strong>ir f<strong>in</strong>ancial management accounts (as previously discussed <strong>in</strong> section 7.1)<br />

produc<strong>in</strong>g <strong>in</strong>dustry benchmarks and communicat<strong>in</strong>g <strong>the</strong>m to <strong>the</strong> clubs <strong>in</strong>dustry<br />

on an annual basis (as previously discussed <strong>in</strong> section 7.3)<br />

identify<strong>in</strong>g those clubs that are at risk <strong>of</strong> be<strong>in</strong>g <strong>in</strong> f<strong>in</strong>ancial distress, advis<strong>in</strong>g <strong>the</strong>se<br />

clubs <strong>of</strong> its f<strong>in</strong>d<strong>in</strong>gs, and <strong>of</strong>fer<strong>in</strong>g to fur<strong>the</strong>r <strong>in</strong>vestigate <strong>the</strong>ir f<strong>in</strong>ancial position and<br />

advise <strong>the</strong>m <strong>of</strong> <strong>the</strong>ir options for improv<strong>in</strong>g <strong>the</strong>ir f<strong>in</strong>ancial position (as previously<br />

discussed <strong>in</strong> section 7.4)<br />
