For this reason, IPART considers that <strong>in</strong>dividual club measurement, record<strong>in</strong>g and<br />

report<strong>in</strong>g <strong>of</strong> contributions, beyond that required and conducted through <strong>the</strong> CDSE<br />

Scheme, should rema<strong>in</strong> non-mandatory. Never<strong>the</strong>less, clubs that actively record and<br />

measure <strong>the</strong>ir activities and contributions ga<strong>in</strong> useful commercial <strong>in</strong>formation and<br />

receive benefits through a better understand<strong>in</strong>g <strong>of</strong> <strong>the</strong>ir core bus<strong>in</strong>ess. Recognis<strong>in</strong>g<br />

<strong>the</strong>se benefits, <strong>the</strong> ‘For Community Support’ section <strong>of</strong> <strong>Clubs</strong><strong>NSW</strong>’s Best Practice<br />

Guidel<strong>in</strong>es recommends clubs annually assess <strong>the</strong>ir community support activities. It<br />

recommends <strong>the</strong>se activities be reported separately or <strong>in</strong> <strong>the</strong> annual report to club<br />

members. 85<br />

IPART considers that record<strong>in</strong>g and report<strong>in</strong>g <strong>of</strong> <strong>in</strong>dividual club social contributions<br />

to members and, where possible, to <strong>Clubs</strong><strong>NSW</strong>, should be encouraged. The benefits<br />

<strong>of</strong> measur<strong>in</strong>g, record<strong>in</strong>g and report<strong>in</strong>g on club activities and contributions should be<br />

communicated to <strong>in</strong>dustry through a more detailed discussion with<strong>in</strong> <strong>Clubs</strong><strong>NSW</strong>’s<br />

Best Practice Guidel<strong>in</strong>es. 86<br />

Recommendation<br />

11 That <strong>Clubs</strong><strong>NSW</strong> encourage clubs to measure, record and report on <strong>the</strong>ir social<br />

contributions to <strong>the</strong>ir members and to <strong>Clubs</strong><strong>NSW</strong>, by develop<strong>in</strong>g a Best Practice<br />

Guidel<strong>in</strong>e on report<strong>in</strong>g social contributions.<br />

5.6 The maximum CDSE rebate should not be <strong>in</strong>creased<br />

IPART asked roundtable participants and case study clubs whe<strong>the</strong>r <strong>the</strong>y saw benefit<br />

<strong>in</strong> extend<strong>in</strong>g <strong>the</strong> maximum CDSE rebate beyond <strong>the</strong> current 1.5 per cent <strong>of</strong><br />

prescribed pr<strong>of</strong>its. Some stakeholders saw benefits <strong>in</strong> CDSE Scheme expansion.<br />

NCOSS, for example, supported an extension <strong>of</strong> <strong>the</strong> rebate. 87 The Leagues <strong>Clubs</strong>’<br />

Association, both at roundtables and <strong>in</strong> submissions, 88 proposed <strong>in</strong>clud<strong>in</strong>g donations<br />

to pr<strong>of</strong>essional rugby league clubs <strong>in</strong> CDSE and provid<strong>in</strong>g a 50 cents <strong>in</strong> <strong>the</strong> dollar<br />

rebate for CDSE contributions over 1.5 per cent <strong>of</strong> prescribed pr<strong>of</strong>it up to 5 per cent<br />

<strong>of</strong> pr<strong>of</strong>it.<br />

On <strong>the</strong> o<strong>the</strong>r hand, many <strong>in</strong>dividual clubs were wary about extend<strong>in</strong>g <strong>the</strong> Scheme<br />

However, this view seemed to be based on a misunderstand<strong>in</strong>g that CDSE is<br />

compulsory, and that extend<strong>in</strong>g it would create a larger cost burden for clubs, when<br />

<strong>in</strong> fact it operates as a revenue-neutral tax <strong>of</strong>fset for clubs.<br />
