2 The registered clubs <strong>in</strong>dustry <strong>in</strong> <strong>NSW</strong><br />

S<strong>in</strong>ce 1998, 105 clubs have amalgamated and 184 clubs have ceased to trade, while<br />

only 35 new club premises have been established. In 2007, <strong>the</strong>re were 1,375<br />

registered clubs operat<strong>in</strong>g across 1,532 premises <strong>in</strong> <strong>NSW</strong>. 10<br />

S<strong>in</strong>ce 2000, regulatory changes that have affected <strong>the</strong> performance <strong>of</strong> clubs <strong>in</strong>clude:<br />

The <strong>in</strong>troduction <strong>of</strong> new responsible gambl<strong>in</strong>g measures, such as restrictions on<br />

gam<strong>in</strong>g mach<strong>in</strong>e operat<strong>in</strong>g hours, caps on <strong>the</strong> number <strong>of</strong> gam<strong>in</strong>g mach<strong>in</strong>es, and<br />

stricter requirements on applications for new entitlements as well as on<br />

transferr<strong>in</strong>g exist<strong>in</strong>g entitlements to o<strong>the</strong>r club premises.<br />

The phased <strong>in</strong>troduction <strong>of</strong> smok<strong>in</strong>g restrictions <strong>in</strong> enclosed public areas <strong>of</strong> hotels,<br />

registered clubs, nightclubs and most parts <strong>of</strong> <strong>the</strong> Star City Cas<strong>in</strong>o. All enclosed<br />

areas <strong>of</strong> <strong>the</strong>se types <strong>of</strong> venue became totally smoke-free from 2 July 2007.<br />

The phased <strong>in</strong>troduction <strong>of</strong> <strong>in</strong>creased rates <strong>of</strong> tax on gam<strong>in</strong>g mach<strong>in</strong>e revenue<br />

over <strong>the</strong> last three years. A Memorandum <strong>of</strong> Understand<strong>in</strong>g is currently <strong>in</strong> place<br />

between <strong>the</strong> Government and <strong>the</strong> <strong>in</strong>dustry that outl<strong>in</strong>es <strong>the</strong> rates <strong>of</strong> tax on gam<strong>in</strong>g<br />

mach<strong>in</strong>e revenue until 2011/12.<br />

2.2 The registered clubs <strong>in</strong>dustry and its peak bodies<br />

The registered clubs <strong>in</strong>dustry <strong>in</strong> <strong>NSW</strong> <strong>in</strong>cludes a variety <strong>of</strong> clubs that <strong>of</strong>fer different<br />

services to cater to different <strong>in</strong>terest groups. The most common club categories, by<br />

<strong>in</strong>terest group, are:<br />

As outl<strong>in</strong>ed <strong>in</strong> Table 2.1, around half <strong>of</strong> <strong>the</strong> club premises <strong>in</strong> <strong>NSW</strong> are ei<strong>the</strong>r bowl<strong>in</strong>g<br />

or RSL/services facilities (50 per cent). The next largest group <strong>of</strong> club premises is<br />

golf and o<strong>the</strong>r sport/recreation facilities (29 per cent). Club premises <strong>in</strong> <strong>the</strong> ’O<strong>the</strong>rs’<br />

category <strong>in</strong>clude those cater<strong>in</strong>g to less common <strong>in</strong>terests, such as automobile,<br />

musician, aero and country clubs.<br />

10 With regard to registered clubs, a dist<strong>in</strong>ction needs to be made between <strong>the</strong> registered club on <strong>the</strong><br />

certificate <strong>of</strong> registration and <strong>the</strong> club premises. A registered club <strong>in</strong> <strong>NSW</strong> can operate from more<br />

than one club premise. This can be <strong>the</strong> result <strong>of</strong> amalgamat<strong>in</strong>g with o<strong>the</strong>r clubs, or simply through<br />

growth and expansion <strong>of</strong> <strong>the</strong> club’s facilities over time.<br />
