11 That <strong>Clubs</strong><strong>NSW</strong> encourage clubs to measure, record and report on <strong>the</strong>ir social<br />

contributions to <strong>the</strong>ir members and to <strong>Clubs</strong><strong>NSW</strong>, by develop<strong>in</strong>g a Best Practice<br />

Guidel<strong>in</strong>e on report<strong>in</strong>g social contributions. 84<br />

Chapter 6 Streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> registered clubs <strong>in</strong>dustry<br />

IPART recommends:<br />

12 That any future changes <strong>in</strong> Government policy affect<strong>in</strong>g <strong>the</strong> revenue stream from<br />

gam<strong>in</strong>g mach<strong>in</strong>es be preceded by consultation with <strong>the</strong> clubs <strong>in</strong>dustry to determ<strong>in</strong>e<br />

<strong>the</strong> likely impact <strong>of</strong> <strong>the</strong> proposed changes. 89<br />

Chapter 7 Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and performance benchmark<strong>in</strong>g<br />

IPART recommends <strong>the</strong> follow<strong>in</strong>g to improve f<strong>in</strong>ancial report<strong>in</strong>g and benchmark<strong>in</strong>g <strong>in</strong><br />

<strong>the</strong> registered clubs <strong>in</strong>dustry:<br />

13 That a standardised report<strong>in</strong>g format or formats for f<strong>in</strong>ancial management accounts<br />

be prescribed <strong>in</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong> Regulation 1996 for clubs with annual gam<strong>in</strong>g<br />

mach<strong>in</strong>e revenue <strong>of</strong> less than $5 million and that: 112<br />

– <strong>Clubs</strong> be granted an exemption from this requirement only if <strong>the</strong>y can show that<br />

<strong>the</strong>ir exist<strong>in</strong>g report<strong>in</strong>g format for f<strong>in</strong>ancial management accounts can produce<br />

<strong>the</strong> necessary bus<strong>in</strong>ess efficiency and f<strong>in</strong>ancial viability measures to submit to<br />

<strong>the</strong> Club Viability Panel. 112<br />

– The standardised format may vary, with different requirements for clubs with<br />

annual gam<strong>in</strong>g mach<strong>in</strong>e revenue less than $1 million and those with annual<br />

gam<strong>in</strong>g mach<strong>in</strong>e revenue between $1 million and $5 million. 112<br />

14 That <strong>the</strong> Club Viability Panel (see Recommendation 26) be asked to develop and<br />

recommend <strong>the</strong> standardised report<strong>in</strong>g format(s) to <strong>the</strong> M<strong>in</strong>ister for Gam<strong>in</strong>g and<br />

Rac<strong>in</strong>g. 112<br />
