Market values for different products differ based on factors such as location, type<br />

and quality <strong>of</strong> product. Therefore, where appropriate, IPART developed a range<br />

<strong>of</strong> market values for metropolitan and country facilities.<br />

Market values cannot be estimated for some club-provided facilities. IPART<br />

recommends that no market values be attributed to <strong>the</strong>se products and <strong>the</strong><br />

contributions associated with <strong>the</strong>m be acknowledged qualitatively.<br />

Club sale prices and annual sale quantities have not been collected by ACG as<br />

part <strong>of</strong> <strong>the</strong> survey. IPART <strong>the</strong>refore recommends an alternative calculation <strong>of</strong><br />

direct <strong>in</strong>-k<strong>in</strong>d social contributions.<br />

The follow<strong>in</strong>g sections explore how IPART has accounted for <strong>the</strong>se difficulties.<br />

Overcom<strong>in</strong>g measurement difficulties with a representative club type<br />

contribution<br />

Market values differ based on location, type and quality <strong>of</strong> product<br />

IPART observed that <strong>the</strong> market prices <strong>of</strong> club-provided facilities vary based on<br />

location, type and quality <strong>of</strong> service. Ideally, <strong>the</strong>re would be a survey <strong>of</strong> market<br />

prices for each <strong>of</strong> <strong>the</strong> facilities to develop an understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> distribution <strong>of</strong><br />

market prices. Given that this was not practical, IPART accounted for <strong>the</strong>se<br />

differences by report<strong>in</strong>g a range <strong>of</strong> market values for each <strong>of</strong> <strong>the</strong>m. IPART obta<strong>in</strong>ed<br />

market prices for a sample <strong>in</strong> both metropolitan and country locations for each <strong>of</strong> <strong>the</strong><br />

facilities. For some products (for example, tennis courts), very little difference was<br />

observed and thus similar market prices have been applied to metropolitan and<br />

country locations.<br />

Based on this sample, IPART developed a high and low estimate range <strong>of</strong> market<br />

values. IPART notes that <strong>the</strong>se values do not necessarily reflect <strong>the</strong> absolute low and<br />

high values for <strong>the</strong>se facilities, but are likely to reflect <strong>the</strong> average low and average<br />

high prices for a typical club-provided facility.<br />

IPART calculated and reported a total value based on <strong>the</strong> midpo<strong>in</strong>t <strong>of</strong> <strong>the</strong> ranges<br />

estimated.<br />

Market values cannot be estimated for some club facilities<br />

For a variety <strong>of</strong> club-provided facilities, IPART was ei<strong>the</strong>r unable or did not consider<br />

it appropriate to estimate a market value on a per facility basis. These facilities are<br />

listed <strong>in</strong> Table E.1.<br />
