8 Establish<strong>in</strong>g a Club Viability Panel<br />

fund<strong>in</strong>g legal and o<strong>the</strong>r costs associated with <strong>the</strong> amalgamation process.<br />

To be eligible for fund<strong>in</strong>g, <strong>the</strong> club would have to demonstrate that it does not have<br />

<strong>the</strong> f<strong>in</strong>ancial capacity (ie, <strong>the</strong> cash reserves) to pursue <strong>the</strong> option without assistance.<br />

IPART considers that <strong>the</strong> amount <strong>of</strong> fund<strong>in</strong>g should be assessed on a case-by-case<br />

basis, but that an upper limit <strong>of</strong> $50,000 a club should generally be applied.<br />

The Panel would adm<strong>in</strong>ister <strong>the</strong> application process and <strong>the</strong> grant <strong>of</strong> funds. It would<br />

also periodically follow up and review <strong>the</strong> progress <strong>of</strong> those clubs identified as be<strong>in</strong>g<br />

<strong>in</strong> f<strong>in</strong>ancial distress.<br />

Recommendations<br />

33 That a club found to be <strong>in</strong> f<strong>in</strong>ancial distress by <strong>the</strong> detailed review should be eligible to<br />

apply for fund<strong>in</strong>g (adm<strong>in</strong>istered by <strong>the</strong> Panel) up to a maximum <strong>of</strong> $50,000 to develop<br />

and implement strategies to improve its f<strong>in</strong>ancial position.<br />

34 That <strong>the</strong> Panel periodically follow up and review <strong>the</strong> progress <strong>of</strong> a club identified as<br />

be<strong>in</strong>g <strong>in</strong> f<strong>in</strong>ancial distress.<br />

8.4.6 O<strong>the</strong>r activities<br />

O<strong>the</strong>r related activities that <strong>the</strong> Panel may consider undertak<strong>in</strong>g to support <strong>the</strong> longterm<br />

f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry <strong>in</strong>clude:<br />

Ongo<strong>in</strong>g education for <strong>the</strong> <strong>in</strong>dustry about:<br />

– club viability issues and <strong>the</strong> early warn<strong>in</strong>g signs <strong>of</strong> f<strong>in</strong>ancial distress<br />

– <strong>the</strong> benefits <strong>of</strong> adopt<strong>in</strong>g a standardised report<strong>in</strong>g format for f<strong>in</strong>ancial<br />

management accounts.<br />

Periodic review <strong>of</strong> <strong>in</strong>dustry sub-sectors (size <strong>of</strong> club, type, location) to understand<br />

specific issues affect<strong>in</strong>g f<strong>in</strong>ancial performance and to identify potential areas for<br />

<strong>in</strong>dustry consolidation, such as a number <strong>of</strong> under-perform<strong>in</strong>g clubs <strong>in</strong> a<br />

particular community.<br />

8.5 Relationship to <strong>the</strong> exist<strong>in</strong>g club support scheme<br />

<strong>Clubs</strong><strong>NSW</strong>, with fund<strong>in</strong>g support from <strong>the</strong> <strong>NSW</strong> Government (from unclaimed Keno<br />

prizes), established ClubBIZ <strong>in</strong> 2002. That scheme’s objective was similar to that <strong>of</strong><br />

<strong>the</strong> Panel: to identify clubs <strong>in</strong> distress by fund<strong>in</strong>g f<strong>in</strong>ancial health checks, <strong>the</strong>n assist<br />

such clubs where possible by provid<strong>in</strong>g fur<strong>the</strong>r fund<strong>in</strong>g for <strong>in</strong>itiatives identified by<br />

<strong>the</strong> health checks that could improve <strong>the</strong> clubs’ f<strong>in</strong>ancial viability.<br />
