1 Introduction<br />
Over <strong>the</strong> last 10 years, social, demographic and commercial changes have affected<br />
<strong>the</strong> registered clubs <strong>in</strong>dustry <strong>in</strong> many ways. While some clubs have been able to<br />
adjust to <strong>the</strong>se changes, o<strong>the</strong>rs have struggled to ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>ir f<strong>in</strong>ancial viability<br />
and provide services that meet <strong>the</strong> demands <strong>of</strong> <strong>the</strong>ir members and <strong>the</strong> community.<br />
Given this variation <strong>in</strong> <strong>the</strong> ability <strong>of</strong> clubs to deal with <strong>the</strong>se changes, <strong>the</strong> Premier <strong>of</strong><br />
<strong>NSW</strong> asked <strong>the</strong> Independent Pric<strong>in</strong>g and Regulatory Tribunal (IPART) to conduct a<br />
review <strong>of</strong> <strong>the</strong> registered clubs <strong>in</strong>dustry <strong>in</strong> <strong>NSW</strong> for <strong>the</strong> purpose <strong>of</strong> facilitat<strong>in</strong>g a<br />
susta<strong>in</strong>able <strong>in</strong>dustry <strong>in</strong> <strong>the</strong> future.<br />
The sections below outl<strong>in</strong>e IPART’s approach to this review, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> key<br />
elements <strong>of</strong> <strong>the</strong> terms <strong>of</strong> reference, expla<strong>in</strong> <strong>the</strong> impact <strong>of</strong> two o<strong>the</strong>r reviews affect<strong>in</strong>g<br />
registered clubs, and provide an overview <strong>of</strong> <strong>the</strong> structure <strong>of</strong> this report.<br />
1.1 IPART’s approach to this review<br />
The terms <strong>of</strong> reference for this review <strong>in</strong>dicate that its ma<strong>in</strong> product is to be a<br />
framework for a management plan that will support and guide a susta<strong>in</strong>able<br />
registered clubs <strong>in</strong>dustry for <strong>the</strong> next 10 to 15 years. As part <strong>of</strong> develop<strong>in</strong>g <strong>the</strong><br />
framework, IPART was asked to make recommendations on many <strong>in</strong>dividual aspects<br />
<strong>of</strong> <strong>the</strong> <strong>in</strong>dustry, <strong>in</strong>clud<strong>in</strong>g its social contribution, f<strong>in</strong>ancial performance measures,<br />
corporate governance, amalgamations and club establishment.<br />
IPART considers that each aspect on which it has been requested to make<br />
recommendations falls <strong>in</strong>to one <strong>of</strong> two areas:<br />

Exam<strong>in</strong><strong>in</strong>g <strong>the</strong> role <strong>of</strong> clubs <strong>in</strong> <strong>the</strong> community and better def<strong>in</strong><strong>in</strong>g and record<strong>in</strong>g<br />
<strong>the</strong> value <strong>of</strong> <strong>the</strong> social contribution made by <strong>the</strong> <strong>in</strong>dustry. This area is discussed<br />
<strong>in</strong> Chapters 3 to 5.<br />
Identify<strong>in</strong>g threats to <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> clubs <strong>in</strong>dustry and develop<strong>in</strong>g<br />
measures to assist clubs <strong>in</strong> address<strong>in</strong>g <strong>the</strong>se. This area is discussed <strong>in</strong> Chapters 6<br />
to 13.<br />
