All the guiding principles of Our Vision for <strong>Tulsa</strong> are<br />

impacted by the physical arrangement of land use<br />

and transportation infrastructure and services. The<br />

monitoring program focuses specifically on collecting<br />

discreet data to monitor these impacts and changes.<br />

purposes of evaluation of the <strong>Comprehensive</strong> <strong>Plan</strong>, the<br />

City’s purview of interest should remain specifically<br />

evaluation of the land use, transportation, and<br />

economic development policies and procedures.<br />

For example, new housing units, transit mode split<br />

statistics, and assessed property values act as key<br />

indicators to the type of investment and growth<br />

happening in a place. The ability to monitor year-to-year<br />

the type of development and transportation activity at<br />

key geographic areas such as subareas, or census tracts<br />

in areas of growth will allow the city to determine how<br />

policies and strategies are influencing and spurring the<br />

type of growth and investment described in Our Vision<br />

for <strong>Tulsa</strong>.<br />

The monitoring program will focus specifically on new<br />

population, housing, and job growth occurring within<br />

small and consistent geographic areas. This monitoring<br />

program will intentionally remain simple in structure<br />

and simple in evaluation protocol. This will allow the<br />

City to start small and build a manageable and reliable<br />

system for evaluation of its policies on a consistent<br />

basis over time.<br />

A more complex monitoring program could describe<br />

a robust range of conditions affecting residents’<br />

quality of life. More comprehensive indicators such<br />

as air quality, water consumption, school enrollment,<br />

public health and financial condition, and average rent<br />

rates could also be measured to provide information<br />

on what impact this type of growth is having on the<br />

overall quality of life in <strong>Tulsa</strong>. Such evaluation would<br />

be highly valuable, however, the City of <strong>Tulsa</strong> should<br />

encourage and support the activities of other agencies<br />
