Identify Corridor vision<br />

and Determine Study Area<br />

21st Street is an important east-west arterial and<br />

Peoria Avenue is a high-volume north-south arterial<br />

that connects Brookside to downtown and from<br />

downtown to the North <strong>Tulsa</strong>. Currently, the Peoria<br />

transit route contains the highest ridership in <strong>Tulsa</strong><br />

and is one of <strong>Tulsa</strong>’s more vibrant streets. In the<br />

<strong>PLANiTULSA</strong> planning process, citizens identified<br />

this location as a destination for a number of service<br />

and retail employment opportunities. Because this area<br />

is quite urban in form, transit, pedestrian and bicycle<br />

infrastructure improvements were emphasized, in lieu<br />

of the current auto-centric design. Implementing a new<br />

multi-modal approach in this area can help solidify Peoria<br />

as a key destination while reducing the need for the<br />

automobile to travel between areas of the city.<br />

Determine Area Context and Needs<br />

The <strong>PLANiTULSA</strong> transportation vision describes<br />

Peoria Avenue and 21st Street multi-modal corridors<br />

with frequent bus operations. Peoria Avenue and 21st<br />

Street must transition to a multi-modal operation with<br />

priority placed on moving people via high frequency<br />

transit. The corridors will need to be coordinated with<br />

adjacent land development to achieve transit stations that<br />

are integrated into walkable mixed-use and single family<br />

neighborhoods. Prioritizing transit in the signal system<br />

and providing queue jumps at intersections will require a<br />

partnership with the Public Works Department.<br />
