Alternatives Development<br />

By placing more emphasis on making the street<br />

frontage walkable and direct walking and biking<br />

connections to adjacent neighborhoods, tree lawns and<br />

detached walks are prioritized over travel lanes. The<br />

alternatives were based upon national best practices<br />

for converting four lane undivided urban roadways to<br />

three lane and two lane facilities. Variations of these<br />

lane conversions were tested to better accommodate<br />

pedestrians and on-street parking.<br />

Alternatives evaluation<br />

Using the daily traffc counts, the traffc engineer<br />

estimated peak hour turning movement volumes at the<br />

intersections of 15th and Peoria and 15th and Utica<br />

and tested them using a Synchro traffc model (Figure<br />

7). The traffc engineer concluded that intersection<br />

delay was less than a few seconds and level of service<br />

was unchanged for through movement and the left turn<br />

level of service was greatly improved. Any diversion of<br />

traffc due to the reduction in lanes will be absorbed by<br />

the parallel facilities of the Broken Arrow Expressway<br />

and 21st Street.<br />

Pedestrian and bicycle level of service was not<br />

quantitatively tested during this analysis, but<br />

qualitatively, the preferred alternative describes a design<br />

that has reduced pedestrian crossing distances, frequent<br />

mid-block crosses, expanded sidewalks and pedestrian<br />

refuge islands.<br />

Selection of a Preferred Alternative<br />

For the purposes of illustrating the urban corridor<br />

planning process, this catalyst project simulated the<br />

consensus building step that engages the community in<br />

the selected alternative by allowing them to score the<br />

alternatives (See Figure 8).<br />

Figure 9, on the next page, illustrates a conceptual<br />

design of the preferred alternative.<br />
