Goal 15—<br />
<strong>Plan</strong>ning and development of parks and trails is<br />
coordinated with the <strong>Comprehensive</strong> <strong>Plan</strong> and Parks<br />
Master <strong>Plan</strong>. Policies to support this goal include:<br />
15.1 Consider combining the existing City<br />
Parks and Recreation Department with the<br />
River Parks Authority and the <strong>Tulsa</strong> County<br />
Parks Department.<br />
15.2 Appoint a task force to fully explore the<br />
programmatic advantages, financial benefits<br />
and resource savings associated with<br />
combining the Park entities.<br />
15.3 Evaluate and manage existing partnerships<br />
to ensure benefit is appropriate to the<br />
city’s expenditures.<br />
15.4 Analyze existing partnerships based<br />
upon value to the city.<br />
15.5 Maximize recreation program management.<br />
15.6 Establish service objectives and a system<br />
to measure the needs and effectiveness of<br />
programs and activities. Use this system to:<br />
• Conduct standard and consistent evaluations<br />
for recreational programs or activities.<br />
• Conduct program life cycle analyses.<br />
• Develop new programs after examining<br />
need/trends and budget requirements.<br />
• Consider new programs or expansions<br />
in top priority areas.<br />
• Develop procedures and policies<br />
to track program participation.<br />
15.7 Create and implement cost recovery policies.<br />
15.8 Create Task Force for strategic<br />
planning, finance and development.<br />
15.9 Pursue alternative funding sources<br />
