building technologies.<br />

16.1 Establish Urban Design Standards.<br />

• Formulate place-making design standards.<br />

• Standards should encourage pedestrianfriendly,<br />

highly accessible environments that<br />

create and enhance lively urban villages and a<br />

vibrant downtown.<br />

• Standards should include setback, height,<br />

bulk and frontage requirements but should<br />

not be overly prescriptive.<br />
