Achieving the Vision: Strategies<br />
Manage Transportation Assets<br />
Many cities use Intelligent Transportation Systems, which<br />
optimize signals, meter on-ramps, and track transit vehicles.<br />
Combined with a Transportation Operations Center, this data<br />
can be used to provide real-time information to motorists,<br />
transit users, and transportation agencies. Finally, under a<br />
Transportation Management Program, the city could work<br />
directly with large employers and institutions to reduce overall<br />
traffic demand with rideshare, car-pool, and transit<br />
pass programs.<br />
Use Context Sensitive Solutions<br />
Context sensitive solutions (CSS) is an approach to<br />
transportation planning and design that ensures new facilities are<br />
well integrated with existing communities and serve all potential<br />
users, from motorists to pedestrians. CSS employs flexibility<br />
in project development and design to balance safety, mobility,<br />
economic development, and environmental issues for new<br />
and redesigned urban transportation facilities. The city should<br />
use this approach by adopting the Institute of Transportation<br />
Engineer’s Recommended Practice for Context Sensitive Urban<br />
thoroughfares and consider the following broad policy changes.<br />

Modernize Transportation Funding<br />
In cooperation with their regional transportation agencies,<br />
many cities, such as Dallas, Seattle, and the San Francisco<br />
have reallocated a portion of their discretionary federal and<br />
state transportation programs from road-building to programs<br />
and strategies that expand transportation choices. <strong>Tulsa</strong>, in<br />
collaboration with surrounding communities, should advocate at<br />
INCOG for a similar reallocation of some discretionary funds to<br />
support improved integration of land use and transportation.<br />
For example, Sustainable Development grant programs<br />
use discretionary federal and state transportation funds to<br />
support desired developments and planning efforts. These<br />
competitive grant programs support projects that enhance the<br />
effectiveness of transit, improve accessibility and mobility, and<br />
expand housing choices. Funds can be awarded to help fund<br />
infrastructure for mixed use, transit-supportive projects, or to<br />
community groups to fund planning efforts.<br />
