land use priorities<br />
Land use decisions should be focused on improving<br />
the quality of life of all of <strong>Tulsa</strong>’s citizens so that <strong>Tulsa</strong>ns<br />
in all parts of the city benefit from future growth and<br />
development. Our Vision for <strong>Tulsa</strong> provides an overview of<br />
the top land use priorities. This section includes detailed<br />
priorities, goals and polices that build on the land use<br />
priorities described in the Vision.<br />

Goal 1—<br />
<strong>Tulsa</strong> captures a larger proportion of the of the region’s<br />
future growth. Policies to support this goal include:<br />
1.1 Ensure that zoning capacity within areas<br />
of growth is zoned appropriately for at least<br />
20 years of growth;<br />
1.2 Implement adopted small areas plans by<br />
city initiation of zoning changes to make<br />
land available for desired development;<br />
1.3 Reassess zoning capacity in relation to<br />
this goal every 5 years.<br />
Goal 2—<br />
Land use decisions are consistent with<br />
the Vision, Land Use and Stability/Growth Maps.<br />
Policies to support this goal include:<br />

2.1 Use the Vision map to provide general<br />
guidance for amending the land use plan.<br />
The vision map:<br />
• Represents the types of places the<br />
land use program works to create;<br />
• Is intended to represent long-term<br />
growth and transportation concepts;<br />
• Is not a regulatory tool, but serves<br />
as a guide to the plan map and land use/<br />
transportation policies;<br />
• Allows flexibility of implementation in how to<br />
achieve the vision by using the building blocks<br />
and plan categories to align new development<br />
with the vision to create places that are in<br />
accord with the desired design, density, job<br />
creation, and other goals.<br />
2.2 Use the vision to inform development related<br />
policy decisions using the following indicators:<br />
• Do the proposed building block and plan<br />
categories provide the kind of places described<br />
in the Vision?<br />
• Do the proposed building block and<br />
plan categories support the transportation,<br />
employment, and housing mix goals for<br />
the City of <strong>Tulsa</strong>?<br />
• Do proposed transportation investments<br />
support surrounding land uses?<br />
• Have proposed transportation investments<br />
been designed using the context sensitive<br />
solution process?<br />
