Focus redevelopment, revitalization and<br />
enhancement programs on areas that have been<br />
severely economically disadvantaged.<br />
Goal 8—<br />
Underutilized land in areas of growth is revitalized<br />
through targeted infill and reinvestment. Policies to<br />
support this goal include:<br />
8.1 Create a toolkit to promote desired infill<br />
and redevelopment. The toolkit should include<br />
the following items:<br />
• Prepare and implement small area<br />
target plans including implementation<br />
of appropriate rezoning;<br />
• Create a bold vision for redevelopment that<br />
is matched with achievable market realities;<br />
• Identify realistic markets—what are the desired<br />
uses and what can be supported and successful;<br />
• Identify viable financial packages<br />
to develop funding strategies;<br />
• Build public/private/nonprofit<br />
partnerships to create effective resources;<br />
• Establish operational procedures so new<br />
businesses are effective and sustainable<br />
and become catalysts to build momentum,<br />
rather than being stand alone projects<br />
without greater community impacts;<br />
• Create an inventory of key redevelopment<br />
sites and under-utilized parcels in target areas;<br />
• Assemble sites for implementation.<br />
8.2 Establish local programs such as temporary<br />
property tax relief to promote desired<br />
development such as enabling historic or older<br />
buildings to be adaptively reused.<br />
8.3 Enhance the quality of educational<br />
opportunities to provide <strong>Tulsa</strong> residents with<br />
a greater opportunity for economic stability—<br />
prepare students for the workforce.<br />
• Coordinate school growth projections<br />
with <strong>PLANiTULSA</strong> Vision.<br />
• Integrate provisions for safe and multi-modal<br />
access to schools, including support for a<br />
regional Safe Routes to Schools Program,<br />
in land use decision making and planning<br />
processes.<br />
• Partner with schools to provide community<br />
services and support education’s role in every<br />
child’s life.<br />
• Partner with technical schools and community<br />
colleges to prepare residents for the workforce.<br />
• Partner with universities to strengthen the<br />
economic environment through student<br />
program support and outreach, educational<br />
research, and technology transfers.<br />
Goal 9—<br />
<strong>Tulsa</strong> North’s economy is at least as robust,<br />
sustainable and as stable as the remainder of <strong>Tulsa</strong>’s<br />
economy. Policies to support this goal include:<br />
9.1 Focus planning, reinvestment and<br />
rehabilitation programs in Goal 8 in the<br />
<strong>Tulsa</strong> North area to provide opportunities<br />
for residents and businesses to improve<br />
economic stability.<br />
