'Abdu'l-Raqman <strong>Ibn</strong> AbI Layla said: I have met one hundred and<br />

twenty of the Messenger's (;i) Companions, when one of them<br />

was asked to give a verdict he referred the question to the person<br />

next to him. <strong>The</strong>y continue to do so until the question ended up<br />

being ref erred to the first person asked.<br />

And he also said: I have met one hundred and twenty of the<br />

Messenger's (;i) Companions in this ma.gid. Each one of them wished<br />

that his brother would speak and give fatwa instead of him.<br />

Ibrahim Al-Nakh'I was once asked a question. He replied: Have<br />

you not found anyone other than me to ask this question?<br />

Malik <strong>Ibn</strong> Anas (rmf!JAlltihu 'anhu) said: I have never given a verdict<br />

before asking seventy scholars (about this verdict). Do you think<br />

I should give fatwa? His students responded: Yes. He was asked:<br />

what if we said: 'No'. He said: I would have refrained from fatwa.<br />

This was the habit of the Salaf because of their fear of Allah (the<br />

Mighty and the Majestic). He who looks into their biographies will<br />

gain good manners.<br />
