1 MS. MARCYAN: My name is Gianna Marcyan, and
2 I live on Miramar Beach, and I just want to get a very
3 important legal point on record today regarding the two
4 levels of parking structures below Building 1 and 5.
5 I believe county planners have overlooked a
6 significant amount of floor space that should have been
7 considered in the FAR calculations. I was on the county
8 website the other night, and I'm sure you've looked at
9 these, but the orange highlight is above grade. That's
10 P1.
11 So the plans clearly show that the majority
12 of the two-story parking area is above grade. It cannot
13 be considered basement per the Coastal Zoning Ordinance
14 definition, which reads "A story partly or wholly
15 underground, a basement shall be counted as a story if
16 more than one half of its height is above the average
17 level of the adjoining ground."
18 So architects can try to hide space by
19 pushing dirt up around the sides of buildings and call
20 it basement. But I want you to practice oversight and
21 require that the planners recalculate the floor area
22 ratio adding the above-grade nonbasement parking area
23 which, from what I gather from the plans and elementary
24 mathematics, that leaves 60,000 square feet.
25 So I realize that this will force the
