6 Save -- especially what I'd like to ask you,
7 discourage people who would like to spend other people's
8 money. All the opponents are very eager to tell you
9 what to do with somebody else's money, but they're not
10 spending their own money. They are taking advantage of
11 the fact that people are on the spot here. They cannot
12 get away from the permit process, and I don't even
13 suggest that.
14 What I suggest is that the permit process
15 should be mindful of individual needs and modify the
16 requirements to some extent because this man is going to
17 do a lot of good for this community. God bless you all,

19 in the paper that you approve this project.
