17 let me try to shorten this down a little bit since I've
18 been through it 1 1/2 times already. But the starting
19 point is, again, the County's authority to require a
20 further subsequent environmental impact report or
21 supplemental EIR is phrased negatively within the
22 Public Resources code and the guidelines.
23 And that is that you may require either a
24 one-topic EIR or two-topic EIR or full EIR only if you
25 determine an increased significant environmental effect.
