5 needed. The Montecito Association board has said no EIR
6 is required, and that was a unanimous vote.
7 So the question becomes for you is this
8 really an attempt to get a full EIR or merely an attempt
9 to delay this project by a full year, 18 months,
10 $18 million to Caruso, and is it attempt to say, "Let's
11 let the project fail"?
12 The consistency argument with Montecito
13 Community Plan, this business about cottage-style
14 resort -- I attended your hearing in January. I
15 remember, Bob -- and you were supported by Claire and
16 some of the other people, And you said that the
17 two-story Biltmore hotel is a cottage-style resort and,
18 therefore, is consistent with the Montecito Community
19 Plan. So you should not have any problem with this
20 project.
21 And secondly, I mean, as a hotelier, you've
22 got cottage-style resorts, and you have high-rise
23 hotels. Anybody who argues this is a high-rise hotel or
24 a timeshare or a condo hotel is just barking up the
25 wrong tree.
