4 with you and then add something to the end. I'll say
5 that the County's authority to require further
6 supplemental EIR or subsequent EIR is phrased negatively
7 by Public Resources code.
8 Basically the County may not require one of
9 those EIR's unless you determine an increased
10 significant environmental effect from the original
11 project from either, one, substantial changes in project
12 itself; two, substantial changes in the circumstances
13 under which the project would be built out today; or
14 three, new information of substantial importance.
15 So you're working in a limited world as to
16 your authority to require a further environmental
17 document and would require a finding -- a determination
18 by you increased significant environmental effects in
19 one of those three areas.
20 I said I was going to agree with you
21 partially. I'm going to add a wrinkle here, and that is
22 that I would like to talk with you a little bit about
23 water as to the environmental review, and I'm going to
24 use this as my platform.
