5 it fully complies with the spirit and the letter of the
6 laws expressed in our Montecito Community Plan and a
7 full and rigorous environmental study is completed.

12 I'm Sally Jordon speaking as an individual. I'm not
13 sure which side of this room I should have been on
14 because I do want the Caruso plan. I want the plan to
15 be built, but I have a reservation.
16 In January, 2007, had the Caruso Affiliated
17 proceeded on an EIR instead of a neg dec on top of a neg
18 dec, by now they would be well along in their
19 construction and ready to open their doors. I wish they
20 had; I wish those doors were open now.
21 Instead the Caruso team was done a terrible
22 disservice by the bad advice to pursue PR and schmooze
23 to develop the community interest and public pressure,
24 and Montecitans are not comfortable with being
25 schmoozed.
