appropriated funds to enforce the arms embargo against Bosnia, while avoiding<br />
crossing the line of unilaterally abrogating a binding Security Council resolution by<br />
providing arms to the Bosnian Government directly or - indirectly.” 450 Gleichzeitig<br />
faßte der North Atlantic Council der NATO im November und Dezember 1994<br />
Beschlüsse, “expanding authorization to respond to the defense threat to NATO<br />
aircraft”. Diese NATO-Beschlüsse konnten sich aufgrund der Ausrüstungs- und<br />
militärischen Lage - dem Fehlen effektiver Luftabwehrkapazitäten bei der ABiH - in<br />
erster Linie nur gegen die bosnischen Serben auswirken. 451<br />
Am 15. Dezember hatte sich das Defence Planning Comittee and Nuclear Planning<br />
Group of the North Atlantic Treaty Organisation in Ministerial Sessions in Brüssel<br />
trotz der angespannten Situation für den Verbleib der UN-Truppen in Bosnien in der<br />
derzeitigen Form ausgesprochen: “We believe that UNPROFOR should continue ist<br />
crucial mission of providing humanitarian assistance and saving human life. Our<br />
military authorities are, however, undertaking contingency planning to assist<br />
UNPROFOR in withdrawing should that become unavoidable. (...) In this connection<br />
we reaffirmed our commitment to provide close air support for UNPROFOR and to<br />
use NATO airpower, in accordance with existing arrangements with the United<br />
Nations.” 452 Zuvor waren Anfang Dezember rund 2.000 US-Marineinfanteristen in der<br />
Adria stationiert worden. Diese sollten sich im Falle eines Rückzuges von<br />
UNPROFOR-Einheiten an einer entsprechenden NATO-Operation beteiligen. 453<br />
“The situation in Bosnia and Herzegovina (BH) remained very tense for much of<br />
December. (...) The delivery of humanitarian aid continued to be obstructed.<br />
Likewise, the severe restrictions imposed on the freedom of movement of<br />
UNPROFOR troops by the Bosnian Serbs almost brought that mission to a<br />
standstill.” 454<br />
