III. Die Auseinandersetzungen in Slowenien, Juni-
Juli 1991
Am 25. Juni erklären Slowenien und Kroatien ihre Unabhängigkeit von Jugoslawien.
Zwei Tage später intervenierte die Jugoslawische Armee militärisch in Slowenien. 48
Vorausgeschickt werden muß, daß die folgenden Kampfhandlungen in Slowenien -
wie Holbrooke richtig bemerkt - kurz waren, „gemessen an den späteren Ereignissen,
eine Bagatelle.“ 49
„Military intervention was scheduled to start at 5am on 27 June 1991. Initially, the
Federal troops planned to encircle the Slovenian capital city, then seize ist airport
and all border posts along the Austrian border. JNA (...) units had hardly left their
barracks when Slovenian territorials (TO or Teritorialna Ombramba) intervened and,
in no time at all, had erected barricades and roadblocks all around the country. (...)
On the border, clashes took place with guards when heliborne and airborne
operations were conducted with armoured support. The JNA seized about a dozen
border posts, but 15 remained under Slovenian control. Fighting was fierce and, by
the morning of 28 June, the situation was still extremely confused. JNA armoured
reinforcements attempted to cross in from Croatia but were repelled.“ 50
“At the beginning of the armed conflict, the Slovenian TD (TO, Anm.) - in comparison
to the enemy - was much weaker, but it gradually managed to take over more and
more weapons and equipment from seized barracks. (...) During the short war it
consisted of about 27.000 men (im Kampfeinsatz. Die Gesamtstärke lag beträchtlich
höher. Andere Quellen sprechen von 25.000 Mann im Einsatz, Anm.) 51 , which
however is much less than its size would be when all reserves would be included.” 52
Zur Territorialverteidigung/TO muß gesagt werden, daß die JNA bis zum Einmarsch
der Roten Armee in der Tschechoslowakei 1968 nach dem Muster der Armeen des
Warschauer Pakts gegliedert war. „Tito hatte bis zuletzt nicht an ein Eingreifen der
Sowjetarmee in Prag geglaubt. Als es dann doch geschah, mußten er und seine
Generäle feststellen, daß die Jugoslawische Volksarmee nicht ausreichend
vorbereitet gewesen wäre, um einen möglichen weiteren Vormarsch der Roten
Armee nach Jugoslawien hinein zu stoppen. Daraufhin änderte Marschall Tito sein
