First, while HC can be more clearly measured through <strong>the</strong> indicators <strong>of</strong> education, training, labour
productivity, <strong>the</strong> Structural and Relational Capitals have more abstract and qualitative characters,
which complicates <strong>the</strong> quantitative measurement procedure.
Second, due to <strong>the</strong> differences in determining <strong>the</strong> composition elements <strong>of</strong> Intellectual Capital 1 , it is
difficult to find an agreement on <strong>the</strong> common indicator <strong>of</strong> National Intellectual Capital, which is vital in
calculating <strong>the</strong> impact <strong>of</strong> IC on economic development (see Figure 2, table 1).

In <strong>the</strong> proposed methodology Organizational and Relational Capitals are supposed to be supportive
capitals, closely related to and created by Human Capital. All <strong>the</strong>se components <strong>of</strong> IC are dependent
on <strong>the</strong> quality <strong>of</strong> human capital and its development.
