It can be concluded that counties 2, 5, 7, 10, 17 and 20 remained efficient. Generally, <strong>the</strong>re were no
spectacular increases or decreases in <strong>the</strong> efficiency scores <strong>of</strong> <strong>the</strong> o<strong>the</strong>r counties, <strong>the</strong> average for
2008 being <strong>of</strong> 0,655, a little bigger than in 2009. It also has to be said that in <strong>the</strong> case <strong>of</strong> constant
scale outputs , <strong>the</strong> scores are <strong>the</strong> same for output oriented DEA models.
3.2.1 DEA oriented VRS models
A)DEA input oriented VRS models
Constant return for CRS is an appropiate condition for <strong>the</strong> case in which all units operate on <strong>the</strong> same
optimum scale. Imperfect competition , financial restrictions, can though produce situations in which
<strong>the</strong> county may act in optimum scale. In this current situation we are talking about variable outputs:
increasing (irs) or decreasing (drs).
