requires Bell<strong>South</strong> to complete the conversion outside of Bell<strong>South</strong>’s normal<br />

hours of operation. Bell<strong>South</strong> normal hours of operation are defined in Section<br />

2.1.10.2.2 above of this Attachment 2 as well as Bell<strong>South</strong>’s web site<br />

http://www.interconnection.bellsouth.com/centers/, incorporated herein by this<br />

reference.<br />

2.1.10.2.2.7 Upon receipt of the LSR, Bell<strong>South</strong>’s Operational Support System (hereinafter<br />

“Bell<strong>South</strong>’s OSS”) shall examine the service request to determine whether it<br />

contains all the information necessary for Bell<strong>South</strong> to process the service<br />

request. Bell<strong>South</strong> shall review the information provided on the LSR and identify<br />

and reject any errors contained in the information provided by <strong>TC</strong> SYSTEMS for<br />

the current view of the LSR.<br />

2.1.10.2.2.8 Bell<strong>South</strong> shall provide <strong>TC</strong> SYSTEMS real-time, electronic access to its LFACS<br />

system in the pre-ordering phase to allow <strong>TC</strong> SYSTEMS (1) to access loop<br />

makeup in accordance with Attachment 2 incorporated herein by this reference<br />

and (2) to validate its Connecting Facility Assignments (“CFA”) prior to the<br />

issuance of an LSR. Implementation of such shall be determined by the current<br />

Change Control Process Guidelines outlined in Attachment 6.<br />

2.1.10.2.2.9 Upon facility assignment validation by <strong>TC</strong> SYSTEMS and upon receipt of <strong>TC</strong><br />

SYSTEMS’s LSR, Bell<strong>South</strong> may issue jeopardies to FOCs if Bell<strong>South</strong><br />

determines that a CFA assigned on an <strong>TC</strong> SYSTEMS LSR is in conflict with<br />

Bell<strong>South</strong> records.<br />

2.1.10.2.2.10 Both parties agree that jeopardy clarifications should not occur, provided <strong>TC</strong><br />

SYSTEMS checks the status of the CFA utilizing the real-time pre-order LFACS<br />

access, as referenced in Section 2.1.10.2.2.8 above, prior to the issuance of an<br />

LSR, and Bell<strong>South</strong> completes disconnect orders in a timely manner through<br />

updating its’ own CFA database and performing the required physical work.<br />

Bell<strong>South</strong> and <strong>TC</strong> SYSTEMS will investigate and address adverse trends of<br />

jeopardy clarifications via the improvement mechanism outlined below.<br />

2.1.10.2.2.10.1 <strong>TC</strong> SYSTEMS or Bell<strong>South</strong> (“Petitioner”) shall notify the other Party<br />

(“Respondent”) in writing via <strong>TC</strong> SYSTEMS’s Global Access Management<br />

(“GAM”) Group or Bell<strong>South</strong>’s <strong>TC</strong> SYSTEMS Account Team (“Account<br />

Team”) of the needed areas of improvement.<br />

2.1.10.2.2.10.2 The Respondent shall submit a written response to Petitioner within fifteen (15)<br />

calendar days of the requested change.<br />

2.1.10.2.2.10.3 Upon receipt of the response, Petitioner shall either:<br />
