SYSTEMS’s request for intermediate numbers. Bell<strong>South</strong> will also pursue all<br />

appropriate steps (including submitting a safety valve request (petition) to the<br />

appropriate Commission if the numbering request is denied by the national<br />

administrator) to satisfy <strong>TC</strong> SYSTEMS’s request for intermediate numbers. In<br />

these cases, Bell<strong>South</strong> is not obligated to fulfill the request by <strong>TC</strong> SYSTEMS for<br />

intermediate numbers unless, and until, Bell<strong>South</strong>’s request for additional<br />

numbering resources is granted.<br />

1.2.3 <strong>TC</strong> SYSTEMS agrees to supply supporting information for any numbering<br />

request and/or safety valve request that Bell<strong>South</strong> files pursuant to Section 1.2.2<br />

above.<br />

1.3 <strong>TC</strong> SYSTEMS acknowledges that there may be instances where there is an<br />

industry shortage of available telephone numbers in a NPA. These instances occur<br />

where a jeopardy status has been declared by NANPA and the industry has<br />

determined that limiting the assignment of new numbers is the appropriate method<br />

to employ until the jeopardy can be alleviated. In such NPA jeopardy situations<br />

where assignment of new numbers is restricted as per the jeopardy guidelines<br />

developed by the industry, Bell<strong>South</strong> may request that <strong>TC</strong> SYSTEMS cancel all or<br />

a portion of its unassigned intermediate numbers. <strong>TC</strong> SYSTEMS’s consent to<br />

Bell<strong>South</strong>’s request shall not be unreasonably withheld.<br />

2. LOCAL SERVICE PROVIDER NUMBER PORTABILITY - PERMANENT<br />

SOLUTION (LNP)<br />

2.1 The Parties will offer Number Portability in accordance with rules, regulations and<br />

guidelines adopted by the Commission, the FCC and industry fora. Bell<strong>South</strong> is<br />

currently offering permanent Local Number Portability in all of its serving areas.<br />

2.2 To limit service outage, Bell<strong>South</strong> and <strong>TC</strong> SYSTEMS will adhere to the process<br />

flows and cutover guidelines for porting numbers as outlined in the LNP<br />

Reference Guide, as amended from time to time. The LNP Reference Guide,<br />

incorporated herein by reference, is accessible via the Internet at the following site:<br />

http://www.interconnection.bellsouth.com. All intervals referenced in the LNP<br />

Reference Guide shall apply to both Bell<strong>South</strong> and <strong>TC</strong> SYSTEMS. No changes to<br />

the LNP Reference Guide will be executed by Bell<strong>South</strong> without following the<br />

Change Control Process, where applicable.<br />

2.2.1 Unless otherwise mutually agreed to by the Parties, such agreement not to be<br />

unreasonably withheld, Bell<strong>South</strong> will provide ordering and provisioning support<br />

for <strong>TC</strong> SYSTEMS’s LNP requests during normal business hours which are<br />

currently Monday through Friday 8 a.m. until 6 p.m. EST and 8 a.m. until 6 p.m.<br />

CST. Ordering and provisioning support required by <strong>TC</strong> SYSTEMS outside of<br />

these hours will be considered outside of normal business hours and will be subject<br />
