7. Automatic Location Identification/Data Management System (ALI/DMS)<br />

7.1 The ALI/DMS Database contains end user information (including name, address,<br />

telephone information, and sometimes special information from the local service<br />

provider or end user) used to determine to which PSAP to route the call. The<br />

ALI/DMS database is used to provide enhanced routing flexibility for E911. <strong>TC</strong><br />

SYSTEMS will be required to provide Bell<strong>South</strong>’s Vendor weekly updates to the<br />

E911 database when <strong>TC</strong> SYSTEMS is not purchasing local switching from<br />

Bell<strong>South</strong>. <strong>TC</strong> SYSTEMS shall also be responsible for providing Bell<strong>South</strong> with<br />

data for submission to the 911/E911 database exactly as <strong>TC</strong> SYSTEMS receives it<br />

from the end user customer for the purpose of providing 911/E911 service to its<br />

end users. When <strong>TC</strong> SYSTEMS purchases local switching from Bell<strong>South</strong>,<br />

Bell<strong>South</strong> will provide the updates and submit the information to the 911/E911<br />

database.<br />

7.2 Technical Requirements<br />

7.2.1 Bell<strong>South</strong> shall provide <strong>TC</strong> SYSTEMS the capability of providing updates to the<br />

ALI/DMS database. Bell<strong>South</strong> shall provide error reports from the ALI/DMS<br />

database to <strong>TC</strong> SYSTEMS after <strong>TC</strong> SYSTEMS provides end user information for<br />

input into the ALI/DMS database.<br />

7.2.2 <strong>TC</strong> SYSTEMS shall conform to the National Emergency Number Association<br />

(NENA) recommended standards for LNP and updating the ALI/DMS database.<br />

8. Service Creation Environment and Service Management System (SCE/SMS)<br />

Advanced Intelligent Network Access<br />

8.1 Bell<strong>South</strong> shall provide <strong>TC</strong> SYSTEMS with the information necessary to enter<br />

correctly, or format for entry, the information relevant for input into Bell<strong>South</strong>’s<br />

service management system.<br />

8.2 Bell<strong>South</strong> shall provide <strong>TC</strong> SYSTEMS the same access to design, create, test, and<br />

deploy Advanced Intelligent Network-based services at the service management<br />

system, through a service creation environment, that Bell<strong>South</strong> provides itself.<br />

8.3 Bell<strong>South</strong> shall provide access to any and all Bell<strong>South</strong> non-proprietary service<br />

applications resident in Bell<strong>South</strong>’s SCP. Such access may be from Bell<strong>South</strong>’s<br />

unbundled Local Switching element or, where technically feasible, from <strong>TC</strong><br />

SYSTEMS’s switch.<br />
