3.1 Cageless. Bell<strong>South</strong> shall allow <strong>TC</strong> SYSTEMS to collocate <strong>TC</strong> SYSTEMS’s<br />

equipment and facilities without requiring the construction of a cage or similar<br />

structure. Bell<strong>South</strong> shall allow <strong>TC</strong> SYSTEMS to have direct access to <strong>TC</strong><br />

SYSTEMS’s equipment and facilities in accordance with Section 5.8. Bell<strong>South</strong> shall<br />

make cageless collocation available in single rack/bay increments. Except where <strong>TC</strong><br />

SYSTEMS’s equipment requires special technical considerations (e.g., special cable<br />

racking or isolated ground plane), Bell<strong>South</strong> shall assign cageless Remote Collocation<br />

Space in conventional equipment rack lineups where feasible. For equipment requiring<br />

special technical considerations, <strong>TC</strong> SYSTEMS must provide the equipment layout,<br />

including spatial dimensions for such equipment pursuant to generic requirements<br />

contained in Telcordia GR-63-Core, and shall be responsible for compliance with all<br />

special technical requirements associated with such equipment pursuant to Section 7.6<br />

following.<br />

3.2 Caged. At <strong>TC</strong> SYSTEMS’s expense, <strong>TC</strong> SYSTEMS may arrange with a Supplier<br />

certified by Bell<strong>South</strong> (“Bell<strong>South</strong> Certified Supplier”) to construct a collocation<br />

arrangement enclosure, where technically feasible as that term has been defined by the<br />

FCC, in accordance with Bell<strong>South</strong>’s Technical References (TR) (“Specifications”)<br />

prior to starting equipment installation. Bell<strong>South</strong> will provide Specifications upon<br />

request. <strong>TC</strong> SYSTEMS’s Bell<strong>South</strong> Certified Supplier shall be responsible for filing<br />

and receiving any and all necessary permits and/or licenses for such construction.<br />

Bell<strong>South</strong> shall cooperate with <strong>TC</strong> SYSTEMS and provide, at <strong>TC</strong> SYSTEMS’s<br />

expense, the documentation, including existing building architectural drawings,<br />

enclosure drawings, and Specifications required and necessary for <strong>TC</strong> SYSTEMS’s<br />

Bell<strong>South</strong> Certified Supplier to obtain the zoning, permits and/or other licenses. <strong>TC</strong><br />

SYSTEMS’s Bell<strong>South</strong> Certified Supplier shall bill <strong>TC</strong> SYSTEMS directly for all<br />

work performed for <strong>TC</strong> SYSTEMS pursuant to this Attachment and Bell<strong>South</strong> shall<br />

have no liability for nor responsibility to pay such charges imposed by <strong>TC</strong><br />

SYSTEMS’s Bell<strong>South</strong> Certified Supplier. <strong>TC</strong> SYSTEMS must provide the local<br />

Bell<strong>South</strong> Remote Site Location contact with two Access Keys used to enter the<br />

locked enclosure. Access Keys provided to Bell<strong>South</strong> shall not be duplicated under<br />

any circumstances. Except in the case of an emergency, Bell<strong>South</strong> will not access <strong>TC</strong><br />

SYSTEMS’s locked enclosure prior to notifying <strong>TC</strong> SYSTEMS at least forty-eight<br />

(48) hours or two (2) business days, whichever is greater, before access to the Remote<br />

Site Location is required. Bell<strong>South</strong> shall notify <strong>TC</strong> SYSTEMS in writing<br />

immediately in the case of lost or stolen Access Keys. Bell<strong>South</strong> will reimburse <strong>TC</strong><br />

SYSTEMS the reasonable costs to replace each Access Key lost or stolen. Should it<br />

become necessary for <strong>TC</strong> SYSTEMS to re-key locked enclosures as a result of a lost<br />

Access Key(s) or for failure to return an Access Key(s), Bell<strong>South</strong> shall pay for all<br />

reasonable costs associated with the re-keying. <strong>TC</strong> SYSTEMS shall have the right, at<br />

its expense, to have locks changed where deemed necessary for the protection and<br />

security of its locked enclosures, provided that <strong>TC</strong> SYSTEMS shall immediately<br />
