1.1 This Attachment 6 sets forth the terms and conditions under which Bell<strong>South</strong><br />

will provide <strong>TC</strong> SYSTEMS access to the following Bell<strong>South</strong> Operations<br />

Support <strong>Systems</strong> (“OSS”) functions. Access to these functions shall be via<br />

various interfaces and personnel and may be used by <strong>TC</strong> SYSTEMS for preordering,<br />

ordering, provisioning, maintenance and repair, and billing functions,<br />

which are supported by Bell<strong>South</strong> databases, information, and personnel.<br />

1.2 Bell<strong>South</strong> shall provide to <strong>TC</strong> SYSTEMS nondiscriminatory access to its OSS<br />

and the necessary information contained therein in order that <strong>TC</strong> SYSTEMS<br />

can perform the functions of pre-ordering, ordering, provisioning, maintenance<br />

and repair, and billing. Bell<strong>South</strong> shall provide such nondiscriminatory access<br />

through electronic and/or manual interfaces, the capabilities of which are<br />

described in this Attachment. Bell<strong>South</strong>’s current interfaces are listed on its<br />

interconnection website. Changes to such interfaces are subject to the Change<br />

Control Process (CCP) as provided in Section 1.6 of this attachment. It is the<br />

sole responsibility of <strong>TC</strong> SYSTEMS to obtain the technical capability to access<br />

and utilize Bell<strong>South</strong>'s OSS. Bell<strong>South</strong> shall provide to <strong>TC</strong> SYSTEMS all<br />

relevant documentation (manuals, user guides, specifications, etc.) regarding<br />

business rules and other formatting information, as well as practices and<br />

procedures, necessary to ensure that local service requests (“LSRs”) are<br />

efficiently processed. All documentation is accessible at Bell<strong>South</strong>'s<br />

interconnection website, and is incorporated herein by reference.<br />

1.3 Further, Bell<strong>South</strong> shall provide to <strong>TC</strong> SYSTEMS any manual processes<br />

available to other CLECs for pre-ordering, ordering, provisioning, and billing<br />

functions via Bell<strong>South</strong>’s Local Service Center, and for repair and maintenance<br />

functions through Bell<strong>South</strong>’s Local Operations Center. <strong>TC</strong> SYSTEMS shall<br />

use its best efforts to utilize Bell<strong>South</strong>’s electronic interfaces. However,<br />

should <strong>TC</strong> SYSTEMS use manual processes, <strong>TC</strong> SYSTEMS shall pay<br />

Bell<strong>South</strong> the additional charges associated with these manual processes, as set<br />

forth in this Agreement. In the event that Bell<strong>South</strong>'s electronic interfaces are<br />

unavailable or unable to process electronic requests that normally have<br />

electronic ordering capability, and such occasion is due to system failures or<br />

internal program issues, and thereby causing <strong>TC</strong> SYSTEMS to submit a<br />

manual request, <strong>TC</strong> SYSTEMS shall be entitled to an electronic ordering<br />

charge as set forth in this Agreement.<br />
